Position Overview:
We are seeking a GIS Technical Assistant to join our Distribution Design Department. Under the general direction of the Distribution Design Section Head, will coordinate and/or perform the administration, population, maintenance, storage, acceptance and dissemination of the associated eGIS databases of electrical and gas distribution facilities information and land base information for a defined area of the province and from this data will produce and maintain a wide variety of complex distribution related drawings. The majority of the work is to be done using the GE Smallworld Core and Design Manager software, AutoCAD, and H-Atlas. Will provide functional guidance to the local Engineering Group.
Responsibilities:
- Responsible for the maintenance and accuracy of electric and gas distribution system data and land base information in the GIS Distribution databases.
- Provide technical consultation and troubleshoot routine and complex GIS problems and make corrective action to data and processes to prevent future data quality concerns for the support of Operations staff for Outage Management and Locates.
- Review data, including as-built data, submitted to the department for accuracy, rejecting if incomplete and training external staff on data requirements.
- Act as the SME for the Distribution Engineering Department to represent the GIS Section on various geographic information system and Distribution System related committees and working groups.
- Manage eGIS conflict resolution for complex projects, consultant designed projects, and for those without resolution rights.
- Manage requests from internal and external customers for GIS data and assist in growing GIS data collaboration opportunities with external partners.
- Provide assistance to other staff external to GIS as related to the eGIS Distribution software and data and ensure that they are adhering to drafting standards and practices.
- Perform complex spatial analysis (create and run data queries and reports of electric and gas data) for internal customers as requested.
Qualifications:
- A diploma in Geographic Information Systems (GIS) Technology from an institute of recognized standing and four years' directly related experience;
OR - Minimum Grade 12 graduation and a certificate in Geographic Information Systems (GIS) from an institute of recognized standing and four years' directly related experience.
- Demonstrated specialized skills in using a personal computer and associated support hardware and software in particular plotters, GE Smallworld Core and Design Manager, AutoCAD, and H-Atlas.
- Demonstrated working knowledge of distribution system terminology, symbology, standards and equipment.
- Working knowledge of fundamental mathematics, in particular, geometry and trigonometry.
- Working knowledge of surveying principles.
- Knowledge in the requirements and specifications as laid out by CSA, Board of Transport Commissioners, Railways, Ministry of Transport and Manitoba Hydro Distribution Standards.
- Demonstrated ability of assembling cadastral data and preparing detailed and accurate land base plans.
- Demonstrated ability of assembling technical data and preparing detailed plans of the distribution system with accuracy and precision.
- Must be mature, tactful and possess the ability to delegate responsibility and be able to influence, motivate and direct others.
- Required to possess a valid Province of Manitoba Class 5 Driver's Licence.
Salary Range
Starting salary will be commensurate with qualifications and experience. The range for the classification is $37.94-$52.52 Hourly, $72,703.54-$100,638.98 Annually.
