Introduction:
The Manitoba Ombudsman is seeking professional, energetic, responsive, passionate, and forward-thinking individuals to join our team. We welcome diverse experience, education, and skills to be applied in our service to Manitobans.
The Manitoba Ombudsman is an Independent Officer of the Legislative Assembly. The Ombudsman's role in our parliamentary system is to ensure public administrators are accountable to citizens and treat them fairly and appropriately when they administer programs, make decisions, and respond to requests for information. The Ombudsman also promotes and protects the citizen's right to privacy and holds public bodies and trustees to account when privacy breaches occur. They also prevent wrongdoing in public bodies by working with whistleblowers to investigate their allegations and protecting them from reprisal in their workplace. In addition to investigating complaints and disclosures from the public, the Ombudsman has broad authority to:
· investigate on their own initiative and report on matters that are in the public interest.
· comment on privacy implications of proposed programs/services, the administration of the legislation and the policies and procedures to handle wrong-doing disclosures;
· conduct audits and monitor compliance with FIPPA/PHIA and;
· provide information and educational services about the acts and the role of the office to public bodies, and the Legislative Assembly.
The senior policy and planning analyst position plays a critical role in supporting the strategic and tactical priorities of the Ombudsman which are guided by the Strategic and Operational Service Plans and an evolving external environment.
Qualifications:
Essential Criteria:
· A university degree (Masters preferred) in the Social Sciences, Public Administration, Business Administration, or relevant specialized discipline with several years of experience in a related field. An alternative combination of related education, training and experience may be considered if the competencies for the position can be proven.
- Supervisory and/or leadership experience in a professional setting, with proven success in the development of junior staff.
- Extensive experience in business and/or policy/program analysis in a Canadian public sector context with demonstrated achievement in research, critical and strategic thinking, options development and assessment, program/policy implementation and evaluation.
- Excellent data management, analysis, visualization, and presentation skills.
· Experience in project leadership and or management.
· Exceptional problem solving, conflict resolution and facilitation skills.
· Excellent written communication skills without the assistance of artificial intelligence.
- Excellent verbal and interpersonal skills to communicate effectively to a variety of audiences.
· Strong organizational skills including the ability to work independently while managing a workload with competing priorities, expectations, and deadlines.
Desired criteria:
- Experience in the interpretation and application of legislation and regulations.
- Experience in change management practices, principles, or planning
- Knowledge/experience working with Microsoft Word, Excel, SharePoint, PowerPoint, Power BI
· The ability to communicate in French is considered an asset.
Duties:
Reporting to the Executive Director of Strategic Initiatives, the Senior Policy and Planning Analyst is a leader within the division and is responsible for the research, business analysis, and policy development requirements of the team. The Senior Analyst manages and promotes quality assurance within business systems and processes and supports people in the organization as they transition under a variety of transformation initiatives. This includes development and delivery of business solutions and metrics to enable organizational success and accountability, quarterly analysis, and reporting, staff training and support, change management, and evaluation. The Senior Analyst supports the mandates of the Office by actively monitoring, assessing, and reporting to the Ombudsman and the public on the progress of public bodies to implement recommendations made by the Ombudsman and/or provincial inquest judges. The Senior Policy and Planning Analyst also manages internships offered by Manitoba Ombudsman and develops junior staff through mentoring and supervision of work.
Competitive Process: The competition will include a board interview(s) and a comprehensive written assessment. The successful candidate will be subject to a six (6) month probationary period.
