Introduction
The Manager of Finance and Administration is a senior officer reporting directly to the Chief Operating Officer (COO) of Materials Distribution Agency. This role is accountable for the fiscal well-being of the agency, human resources management, administrative management and support, and providing and implementing strategic advice.
This senior position is crucial for meeting the requirements set by the Assistant Deputy Minister, Central Finance, and Treasury Board. The incumbent ensures that the finance and administration team perform accurately and efficiently, maintaining compliance with all relevant standards and regulations.

Qualifications:
Essential:
A professional accounting designation (CPA, CMA, CGA, international designation). An equivalent combination of education, training and experience may be considered.
Experience interpreting and applying accounting and financial processes, statutes, regulations, and policies, including applying Public Sector Accounting Principles (PSAP) or General Accepted Accounting Principles (GAAP).
Experience in financial planning and preparing and analyzing financial reports including developing budgets for program areas.
Financial forecasting skills with the ability to estimate expenditures and develop various options and present financial advice to senior decision makers.
Supervisory experience, including resource planning and allocation, recruitment, coaching, mentoring, training and development, and performance management.
Political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues.
Strong critical thinking, analytical, problem-solving, and decision-making skills to explore a full range of options, analyze problems, and propose solutions and recommendations.
Effective interpersonal skills with the ability to build and maintain relationships with a variety stakeholder.
Strong written and verbal communication skills with the ability to prepare concise reports and communicate information effectively with a variety of stakeholders.
Desired:
Strong working knowledge of and experience working with Great Plains Dynamics & its financial reporting tool and SAP.
Knowledge of Province of Manitoba financial management policies and practices as set out in the General Manual of Administration, the Procurement Administration Manual, and the Financial Administration Manual.
Duties:
Incumbent is responsible for (1) leading the agency’s financial framework, operation, and management, (2) overseeing financial activities such as budgeting, cash management, asset management, inventory management, and designing accounts classification, and (3) monitoring revenue and expenditures, conducting financial analysis and reporting, and ensuring the finance and administration team operates according to policies, procedures, and government guidelines.
The Manager of Finance and Information Technology is also responsible for providing management and support to ensure smooth operations. This role includes providing and implementing strategic advice, encompassing organizational development, position utilization, and identifying improvement opportunities. Additionally, the incumbent also manages the information technology area of the agency.
