Qualifications:
Essential:
  • Demonstrated ability to apply a scientific approach to complex subject matter, evidenced by a PhD with significant relevant experience in a research environment. PhDs considered may be in fields such as: atmospheric physics, oceanography, climatology, meteorology, physics, computer science, or other quantitative discipline relevant to climate science, with particular attention to climate model downscaling and its applications
  • Meaningful experience with climate modelling and the relevant science, including downscaling.
  • Ability to plan, organize and lead research and development for climate impact modelling initiatives, including strong time management and organizational skills
  • Superior written communication skills
  • Superior verbal communication skills including ability to present complex technical information to executive audiences.
  • Strong interpersonal skills including the ability to collaborate effectively
  • Strong computational skills sufficient for complex climate modelling which may include the following:
          -    Algorithms, memory-management, high-performance computing, and         
               parallel  processing     
          -   Statistical and mathematical methods relevant to the needs of climate scenario           
               modelling
          -   Industry-standard open-source programming languages (E.g., R, Python, SQL)
          -   Capacity to work with images, sensor readings, remote sensing data and other
                relevant  data types for climate modelling
          -   Statistical and scientific software development, documentation, and model deployment
                best practices

Desired: 
  • Experience downscaling climate models and applying outputs to develop risk projections for specific events.
  • Awareness of ethical, legal, and political considerations in the application of machine learning, predictive and prescriptive modelling to government areas of responsibility
Duties:
 This Winnipeg-based position will be responsible for developing and implementing a climate model downscaling pipeline for climate risk quantification on priority policy areas, beginning with extreme heat and human health. The position will use the latest climate science to develop and apply downscaled projections for Manitoba and build the capacity of Data Science Program staff to use the latest climate science in an informed and critical way.

As a senior staff member in this specialized team, the position will be responsible for establishing the foundations of a climate risk quantification initiative in the Government of Manitoba. This line of work that will have major implications for policy and operations across the public sector in our province, and the position will ensure the foundational science of this initiative is implemented to a high technical standard.
