Introduction
The Financial and Administrative Services Branch provides central support services essential to the operation of the Department, including comptrollership, accounting, financial reporting, budget co-ordination, and administrative services. Within the authority of The Financial Administration Act, central coordination is provided to ensure the financial integrity of the departmental financial management system.

Qualifications:
Essential:
A professional CPA designation with current and active membership in CPA Manitoba and CPA Canada, or eligibility for membership. Applicants actively pursuing a CPA designation and nearing completion may be considered on an underfill basis.
Experience in financial planning, budgeting, expenditure control, estimates process and administrative policies and procedures.
Experience to interpret and analyze financial information and provide advice to senior management.
Knowledge of financial management information system (SAP) or similar and Microsoft programs, including Word, Excel, Access, Outlook, PowerPoint and other custom programming.
Strong problem solving, analytical, and negotiation skills.
Strong leadership and team building skills including ability to manage a team with or without authority, and influence and inspire others.
Strong organizational and time management skills to effectively deliver services in a high volume and tight deadline environment.
Written communication skills with the ability to communicate with internal and external stakeholders.
Verbal communication skills.
Desired:
Knowledge of Trust Fund Accounting.
Duties:
Financial and Administrative Services Branch, under the Assistant Deputy Minister/Executive Financial Officer (EFO) of Shared Services, is responsible for departmental financial operations, program and funding direction, and budget preparation, control and management.
The Comptroller position, reporting to the Director of Finance and Administration, is required to manage all accounting operations, financial reporting and budget controls of the Department, ensuring necessary financial processes, controls and information systems are in place and operational.
