Qualifications:
Essential:
  • Bachelor’s degree in Computer Science, Information Systems, or a related field; supplemented by management training and/or an equivalent combination of education, training, and relevant experience
  • Experience supervising a group of staff including providing direction and goals, monitoring/reviewing performance, coaching/mentoring, and participating in recruitment and selection activities (preferably in a unionized environment)
  • Proven ability as a leader with a commitment to create, support and sustain a diverse environment that enables staff to achieve results and to develop for the future
  • Strong political acumen, with experience identifying potential operational impacts and influencing decisions on complex and sensitive issues
  • Excellent written and verbal communication skills ,with the ability to convey complex information clearly to internal and external stakeholders, including senior leadership
  • Demonstrated ability to leverage innovation, develop creative solutions to challenges and lead successful change initiatives
  • Experience translating strategic priorities into clear operational and business plans, including strategic performance management and measurement systems (e.g. Key Performance Indicators)
  • Ability to create an organizational environment that encourages and supports innovation

Desired: 
  • Knowledge of departmental administrative systems and policies, the General Manual of Administration, and the Manitoba Government and General Employees Collective Agreement
  • Knowledge of government financial protocol and the estimates process
Duties:
As a senior member of the Information and Technology Services, the Director is accountable for generating value from Information Communication Technology (ICT) investments by contributing to the alignment of technology and processes, with business strategy.  Based on input from the Business Consultants, the Director collaborates with Digital and Technology Solutions (DTS) and other staff in the identification and definition of solutions to improve operational performance and promotes technology innovation to provide enhanced service delivery to Manitobans.
