HIFIS Specialist
Under the guidance and direction of and in consultation and collaboration with the Director of Housing Supports, the Homeless Individuals and Families Information System (HIFIS) Specialist is responsible for:
  • Supporting the management and use of HIFIS software and database including overall coordination, implementation, analysis, and reporting of the shared information system
  • Troubleshooting basic HIFIS usability issues and communicating improvements such as HIFIS release updates or ongoing usability issues with other team members in a solutions-based team environment
  • Working with multiple participating agencies and staff to ensure shared information system policies, procedures, and security practices are monitored and maintained

Key Duties & Responsibilities
  • Utilize available tools such as Structured Query Language (SQL) and Crystal Reports to create, develop and adapt technical and non-technical reports
  • Assist new organizations in HIFIS on-boarding process, implementing and operating HIFIS and becoming participating organizations
  • Work with relevant stakeholders to ensure the effective and uninterrupted delivery of HIFIS
  • Assist with Application administration and support, such as user account setup, password resets, and other HIFIS basic troubleshooting needs
  • Monitor, maintain, and update “how to” guides and other end user support documentation
  • Support data analysis and reporting requests from various community stakeholders
  • Support data collection and reporting 
  • Ensure the system is accessed and used appropriately, in-line with applicable HIFIS policy, consent, and privacy legislation
  • Motivate and maintain user “buy-in” in the use of a shared client centered information system
  • Recognize, summarize, and communicate HIFIS user needs to EHW management and various stakeholder groups as required

Education & Experience
You are passionate about ending homelessness and have in in-depth understanding of homelessness and housing, as well as the needs of particularly vulnerable and over-represented populations and the issues affecting many homeless and low-income people. You also possess the following qualifications or an equivalent combination of education and related experience:
  • Post-Secondary Degree or College Certificate in a related discipline(s) is an asset; these may include Computer Science, Social Work etc.
  • A diverse combination of education and experience is expected for the successful candidate covering the social sector, computer literacy, training, and data driven change management
  • Excellent computer and application skills with programming and relational database/SQL experience
  • Sufficient technical knowledge with experience in developing custom reports and training support documentation materials
  • Basic project management and process analysis skills
  • A dependable team member with the capacity to learn quickly, think clearly, and communicate effectively
  • A strong information management acumen with the ability to manage confidential information, working understanding of Privacy Legislation, data collection and sharing of information protocols
  • Excellent interpersonal skills with the ability to manage external relationships
  • Excellent organizational and time management skills with proven ability to deliver on targets
  • A valid Manitoba driver’s license and access to a reliable vehicle

Salary range: $57,600 to $66,775 depending on qualifications and experience. 

This full-time, one year term position is a unionized position under MGEU Local 439 (with the possibility of extension or becoming permanent).
