Introduction
Manitoba Environment and Climate Change is seeking a qualified individual to fill the position of Emergency Response Program Support Specialist in Winnipeg.

  • Must provide and maintain a satisfactory Criminal Record Check.
  • Must possess and maintain a valid Full Stage Manitoba Class 4 Driver's Licence without restrictions.
  • Must be willing and able to travel throughout the province with occasional overnight stays as required.
  • Must be able to work overtime, including evenings and weekends as required.
  • Must be prepared for exposure to various weather conditions, rough terrains, and potentially hazardous environments, including industrial facilities, construction sites, and natural habitats and be able to respond to environmental incidents such as spills or contamination events, including related work such as conducting sampling and the ability to lift sampling and other equipment (up to 100 lbs).
Qualifications:
Essential:
  • Bachelor’s degree in Environmental Science, environmental engineering, physical science, biological science. An equivalent combination of education and experience may be considered. 
  • Knowledge of environmental regulations and compliance standards and ability to interpret legislation including the Transportation of Dangerous Goods Handling and Transportation Act and the Environmental Accident Reporting Regulation.
  • Experience with data analysis, technical report writing, and regulatory compliance.
  • Strong analytical and problem-solving skills.
  • Effective verbal communication skills including collaboration with internal and external stakeholders.
  • Effective written communication skills including the ability to produce a variety of technical reports.
  • Proficiency in Microsoft Office applications or equivalent software.
Desired:
  • Trained and experienced in; Incident Command System (ICS300), NFPA 472 Hazardous Materials Technician, CPR/First Aid, WHMIS, Emergency Management.
Duties:
Reporting to the Emergency Response Coordinator, the Emergency Response Program Support Specialist is responsible for providing technical expertise, regulatory compliance, training, and effective communication during environmental emergencies. The specialist will coordinate and conduct training exercises and sessions to ensure the Environmental Emergency Response Team, Environmental Compliance and Enforcement Branch, and other relevant departmental staff are familiar with their roles and regulatory responsibilities pertaining to environmental emergency management and response. This role also entails the responsibility of ensuring that all emergency supplies, equipment, and the mobile monitoring unit are accessible, properly maintained, and prepared for deployment and utilization.
