Introduction
The Department of Families is seeking a qualified individual to fill the position of EIA Program Manager in the Provincial Services branch.
The branch offers a diverse portfolio of programs which the Program Manager may be required to lead including Centralized Intake for Employment and Income Assistance and Manitoba Supports for Persons with Disabilities in Winnipeg, Jobs on Market, Supports for Independence, Investigations, Liens and Collections, the Disability and Health Supports Unit and service delivery for Manitoba Supports for Persons with Disabilities program. All of these program areas support low-income Manitobans who are seeking financial assistance and may require case management and/or employment supports.
Conditions of Employment:
Must be legally entitled to work in Canada
Must possess and maitain a valid driver's licence and access to a vehicle, with the ability to travel within the Province of Manitoba
Must be available to work evenings, weekends and statutory holidays on occasion
Must possess and maitain a satisfactory Criminal Record Check (including Vulnerable Sector Search)
Must possess and maitain a satisfactory Child Abuse Registry Check
Must possess and maitain a satisfactory Adult Abuse Registry Check
Qualifications:
Essential:
Post-secondary degree in social sciences (BSW Preferred).
Experience in Human Resource Management and the ability to supervise a service delivery team including but not limited to attendance and performance management, orientating, training, coaching and developing staff. Other combinations of training and experience, such as leadership and/or supervisory training, may be considered at a commensurate or underfill salary and classification level.
Leadership experience in a social service delivery environment which includes managing administration of programs, managing service delivery to clients, and planning and evaluation of services delivered to clients.
Strong case management experience in a social services setting.
Strong political acumen with the ability to manage confidential and politically sensitive material and situations in an appropriate manner.
Experience with interpretation, evaluation and implementation of policies.
Strong problem identification, analysis and resolution skills.
Effective interpersonal skills with the ability to develop foster and maintain respectful relationships with diverse internal and external stakeholders.
Effective verbal communication skills.
Effective written communication skills.
Effective organizational and time management skills with the ability to manage, prioritize and meet competing deadlines
Duties:
The Program Manager is responsible for providing leadership and support in a range of management and supervisory activities with respect to service delivery implementation including policy interpretation, program recommendations, implementation and evaluation of services, operational planning, human resource management, financial management and administration, systems management, communication and leadership for staff.
