Introduction
Winnipeg Child and Family Services (WCFS) is seeking qualified individuals to fill several Permanency Planning Worker positions. WCFS provides a comprehensive continuum of child protection and family support services in Winnipeg in accordance with The Child and Family Services Act and The Adoption Act.

Conditions of Employment:
  • Must be legally entitled to work in Canada
  • Must possess and maintain a satisfactory Criminal Record Check with Vulnerable Sector Search
  • Must provide a satisfactory Child Abuse Registry Check and Adult Abuse Registry Check
  • Must be able to provide and maintain a satisfactory Prior Contact Check
  • Must have a valid Full Class 5 Manitoba driver's licence, access to a vehicle and the ability to travel within the Province of Manitoba for government business

Qualifications:
Essential:
  • Post secondary degree in Social Sciences (Bachelor of Social Work preferred) other combinations of education and experience may be considered
  • Case management experience, providing services to children, youth and families, including intakes, assessments, service coordination, counselling, and monitoring in a social service setting
  • Strong interpersonal skills including the ability to interact sensitively, respectfully and in a non-judgmental manner to resolve conflict effectively with diverse stakeholders
  • Strong time management and organizational skills with the ability to manage competing demands within a high volume work environment
  • Ability to work with a culturally diverse population
  • Effective verbal communication skills with the ability to effectively communicate or deliver difficult messages or information to clients
  • Strong written communication skills with the ability to write correspondence and detailed reports for a variety of audiences
  • Strong analytical and problem solving skills with the ability to make sound decisions under pressure
  • Proficiency working with Microsoft Office Suite (Excel, Word, and Outlook) or similar software applications
Desired:
  • Knowledge of Family Services Act and The Adoption Act
  • Knowledge and understanding of child development

Duties:
The Permanency Planning Worker (case manager) is responsible for providing case management services and functioning for permanent wards and their families which includes the full range of permanency planning services including reunification, guardianship, and adoption. The Permanency Planning Worker establishes and maintains effective working relationships with children, families, advocates and service providers/agencies often under challenging circumstances. Duties include developing service and care plans that promote permanency for children and youth, support meaningful connections to significant others in the child’s/youth’s support network, and provide the necessary care and services to ensure the safety and well-being of children so they can develop to their full potential. The Case manager engages birth family, extended family, network members and community partners to plan for and with children and youth. The case manager is also responsible to ensure that timely transitional planning occurs with youth and their support networks in order to facilitate the youth’s successful transition to adulthood.
