Introduction
Manitoba Families is filling one (1) Bilingual Employment and Income Assistance Investigator vacancy at our Winnipeg office. 

Conditions of Employment:
  • Must be legally entitled to work in Canada
  • Must possess and maintain a valid class 5 driver's licence without restrictions and access to a vehicle with the ability to travel within Manitoba.
  • Must possess and maintain a satisfactory Criminal Record Check with vulnerable sector check, Child Abuse Registry Check, and Adult Abuse Registry Check. Additional satisfactory enhanced security check(s) may be required.
Qualifications:
Essential:
  • Post secondary education in a social sciences or public service field with directly related experience conducting investigations. Other equivalent combinations of education and experience may be considered.
  • Experience gathering evidence and presenting the information to quasi-judicial and justice officials.
  • Ability to organize, prioritize and take initiative in a complex work environment with high volume caseloads and competing demands.
  • Effective verbal communication skills including addressing situations with empathy and understanding, utilizing deescalating language, and promoting supportive and helpful solutions to issues.
  • Effective written communication skills including experience preparing clear and detailed written correspondence around complex and sensitive subject matter.
  • Experience in reviewing and understanding bank records, financial statements and other related financial documents.
  • Experience working with individuals from diverse cultural backgrounds and those who are financially disadvantaged.
  • Strong interpersonal and conflict resolution skills to effectively manage situations that involve interpersonal conflict or hostile environments.
  • Experience working as part of a team or independently.
  • Written communication skills in French.
  • Verbal communication skills in French.
  • Proficient in MS Office applications (Word, Excel, PowerPoint, Outlook).
Desired:
  • Knowledge of Manitoba's Employment and Income Assistance Program; The Freedom of Information and Protection of Privacy Act (FIPPA); The Personal Health Information Act (PHIA); and The Personal Investigations Act (PIA).
Duties:
The Investigator is responsible for high quality analysis of income assistance eligibility concerns, informal resolution of concerns and conducting investigations, including interviews, complex evidence analysis, legislation, policy and standards interpretation, and drafting comprehensive reports with findings and conclusions. The Investigator provides recommendations on formal resolution when required such as recovery of payments and prosecution and presents and prepares this information to quasi-judicial and justice officials. The investigator ensures confidentiality and procedural fairness within the investigative process. The investigator can effectively manage and prioritize their caseload, using a variety of strategies to ensure a timely and thorough recommended conclusion, and participates in training and continuous learning to improve their knowledge and skills. The incumbent possesses a high degree of professionalism and works collaboratively within a multi-disciplinary team to support the early resolution of complaints and may undertake or participate in special projects or initiatives.
