Under the general direction of the Gas Planning/Stations/eGIS Section Head, the Gas Planning Engineer will provide planning and technical direction for the construction of gas station assets servicing dispatchable capacity. The Gas Planning Engineer will plan gas assets to meet Manitoba Hydro standards, industry codes and customer needs in a safe and cost-effective manner. This includes developing asset plans, defining and scoping work packages, development of project justifications, completion of service applications, land acquisition, securing permitting/approvals, developing schedules, materials procurement/management and project risk identification/mitigation. This role will provide station design support, construction oversight and project management throughout design, construction and commissioning of the dispatchable capacity project and others, as needed. 

Responsibilities:
  • Lead planning/project management of stations components of major natural gas station assets, including dispatchable capacity project and related large natural gas station projects, as well as numerous smaller scale stations projects.
  • Direct oversight and management of pipeline and distribution system design day model and all associated data streams and requirements.
  • Perform hydraulic modeling analysis as requested on distribution and transmission pipeline systems.
  • Calculate system and station capacities compared to current customer demand.
  • Identify new investments, facilities and projects in support of business development opportunities or customer requests.
  • Evaluate the natural gas distribution system and large customer delivery services utilizing process control tools, techniques and information from the SCADA system.
  • Development and sealing of planning reports soliciting information from required stakeholders.
  • Develop Capital Investment Concepts and Justifications and their Corporate Value Framework that meet corporate policies and standards.
  • Complete Dispatchable Capacity and other station construction estimates and seal construction drawings as the Engineer of Record. Act as a point contact for all internal and external stakeholders related to natural gas work including Generation Projects, Customer Energy Services, Asset Management, Property, T&D Environment and Engagement, Finance, Rates & Regulatory, Operations & Maintenance, Consultants, Contractors, Government Agencies etc.
  • Provide technical expertise to operations and engineering teams in the development and execution of projects, which includes vetting project alternatives, conceptual design, process control, system optimization and cost analysis. 
  • Represent Gas Distribution on various teams and initiatives including Integrated Resource Planning, General Rate Applications, regulatory applications, capital planning and the renewable gas portfolio.
  • Support Gas Construction with project development and execution, including scheduling, work scoping, material specification, and operational adjustments.
  • Liaise with Centra's gas supplier on load forecasting and service requirements.
  • Develop five-year investment plans and expenditure forecast based on inputs from Gas Integrity, Gas Station Design and Energy Services & Sales.
  • Direct and oversee materials and labour contract development and administration, as required. 
  • Manage and direct engineering consultants engaged to manage workloads and required schedules.
  • Lead system hydraulic analysis, guide operational response, quantify affected customers and estimate gas losses during gas distribution emergency response.
  • Develop section shut-down procedures.
  • Coordinate and secure local agency permitting such as railroad and Manitoba Transportation and Infrastructure, as needed.
  • Ensure clear and effective communication among multidisciplinary teams for successful plan implementation.
  • Supervise, mentor and provide technical direction to Junior Engineers, Technologists, EIT's, summer students by defining performance objectives, assigning work, monitoring progress, setting up training, interviewing and selecting individuals for job openings, and evaluating and documenting employees' performance and performance management. 
  • Knowledgeable and current with all new regulations and codes.

Qualifications:
  • Graduate of Mechanical or Civil engineering from a University of recognized standing and a minimum of seven years of related engineering experience to gas planning or station and facilities design, project management, including supervisory experience and a broad knowledge of natural gas distribution systems. 
  • Professional member in good standing with Engineers Geoscientists Manitoba (or willingness and ability to attain within a specified amount of time). 
  • Technical knowledge pertaining to pipeline systems and hydraulics. 
  • Demonstrated comprehensive knowledge of both Corporate and Industry Standards and procedures in the field of natural gas utility distribution system design and construction. 
  • Demonstrated ability to analyze data and make decisions based on thorough analysis.
  • Demonstrated ability in developing studies, report writing and in preparing and making oral presentations.
  • Proficient with computer software including Microsoft Office applications, Microsoft Project, Synergi Gas Modeling Software, PowerBI, GasCalc, AutoCAD and GIS applications
  • Ability to read, analyze and interpret engineering plans and specifications, technical procedures and manuals, and government regulations
  • Must be enthusiastic and display initiative in handling involved and adverse technical problems. Mature judgment and the ability to carry out assigned duties for multiple projects at the same time.
  • Possess a valid Class 5 Province of Manitoba Driver's Licence.

Salary Range 
Starting salary will be commensurate with qualifications and experience. The range for the classification is $51.34-$76.64 Hourly, $98,380.88-$134,784.78 Annually.
