BACKGROUND:
SCO is a growing and dynamic regional First Nation organization that represents 32 Anishinaabe and Dakota Nations and more than 87,000 citizens in what is now southern Manitoba. Established in 1999 by the Chiefs, SCO is mandated as an independent organization to protect, preserve, promote, and enhance First Nation peoples’ inherent rights, languages, customs, and traditions through the application and implementation of the spirit and intent of the Treaty-making process. 
 
OVERVIEW:
Reporting to the Director of Health Services, the Health Services Program Manager will play a key role in the expansion of health services and demonstration projects aimed at enhancing access to culturally safe and holistic care for First Nations citizens. Guided by Indigenous determinants of health, the Program Manager will support the development and delivery of a suite of clinical programs and services. Key responsibilities include overseeing the implementation of a Nation-based phlebotomy program, coordinating the launch of an in-community dialysis initiative, and managing a kidney disease screening program.
 
KEY RESPONSIBILITIES:
·         Lead the development and delivery of Nation-based programs, including locally trained phlebotomists, kidney disease screening, and community assisted dialysis, grounded in culturally safe and holistic care
·         Oversee clinical teams and project implementation to ensure evidence-based, culturally grounded care and long-term sustainability
·         Promote innovation and collaboration through a flexible, multidisciplinary approach to care
·         Coordinate phlebotomy training with Red River Polytech and support the implementation of in-Nation services by liaising with regional health authorities and point-of-care specialists
·         Develop clinical policies, procedures, and educational tools to support program delivery
·         Establish systems and protocols to support high-quality, compliant, trauma informed, and equity-oriented health service delivery
·         Collaborate with chronic disease experts to design services that reduce long-term impacts of diabetes and kidney disease and bring care closer to home
·         Use data, research, and input from Nations to shape screening and prevention initiatives that reflect the self-determined needs of each SCO member Nation
·         Build local capacity by supporting full-scope of practice among professionals and integrating appropriate Nation-based roles
·         Ensure programs meet clinical standards, incorporate Two-Eyed Seeing, and align with accreditation requirements
·         Align activities across health disciplines to support integrated, patient-centered services
·         Identify challenges and lead problem-solving to improve access and outcomes
·         Seek opportunities to continuously improve health service access and outcomes through feedback loops with Nations, health staff, and partners

EDUCATION AND QUALIFICATIONS:
·         Completion of a degree program in a health-related field such as nursing, dental hygiene, dietitian, etc. A combination of education and experience may be considered
·         Minimum 5 years of experience working in a healthcare setting delivering clinical health services and/or evaluating health programs and services 
·         Experience coordinating inter-agency or inter-jurisdictional health initiatives, including partnerships with regional health authorities, educational institutions, or community health settings
·         Experience analyzing health data and applying evidence and community input to guide program development
·         Experience applying change management processes and supporting strategic planning initiatives
·         Knowledge of Indigenous and Western approaches to health and wellness, including the Two-Eyed Seeing framework, and Indigenous determinants of health
·         Understanding of workflows, staffing, and equipment needs to support health service delivery
·         Demonstrated critical thinking skills with the creativity necessary to envision innovative strategies
·         Excellent organizational and time management skills with the ability to manage multiple priorities and competing interests or deadlines
·         Strong written communication skills with the ability to write clear, concise documents and reports
·         Effective verbal communication skills with diverse audiences, including leadership, staff, and community members
·         Demonstrated understanding of First Nations cultures, values, and traditions

ASSETS:
·         Experience working in a First Nation Health Centre or nursing station is an asset
·         Familiarity or experience with accreditation standards and quality improvement frameworks in healthcare is an asset
 
OTHER REQUIREMENTS:
·         Must provide a current and satisfactory criminal record check with vulnerable sector search and current and clear Child and Adult Abuse Registry checks
·         A valid class 5 MB driver’s license with access to a reliable vehicle for business travel
·         If the incumbent is a registered member of a regulated health profession, they must be in good standing
 
POSTED WAGE RANGE: $85,000 - $95,000 Annually
