We’re establishing a brand-new region (National Services Region) in the Nation's Capital and are seeking a dynamic Regional Service Line Leader, Project and Program Management Services.

The Regional Service Line Leader, Project and Program Management, leads and is accountable for the successful delivery of project and program management services in the region. The incumbent provides functional support for services delivered within the region, leads site and regional service line development, and supports training and development of employees at the site, regional and national level. Ensuring compliance with service line policies and procedures, the incumbent monitors overall performance on large and complex projects and is responsible for risk management and mitigation. Leading a team of professionals, the incumbent manages the human resources responsibilities for the team, as well as the Client-Partner relationship. The incumbent develops creative solutions, promotes collaboration within the service line, and ensures the quality and timeliness of deliverables.

KEY AND PERIODIC ACTIVITIES
The duties and responsibilities listed below are representative but not all-inclusive:
Primary

  • Lead and provide functional oversight and leadership on all regional project and program management services
  • Develop and implement regional initiatives and support national initiatives
  • Monitor regional service delivery, identify trends and report on risks that will affect the service line in the region
  • Complete complex project work (e.g. carry out technical reviews)
  • Provide technical support to regional business units in conjunction with local ClientPartners
  • Research, prepare and present documentation for long-term projects (e.g. project approval documentation, statements of work, statements of requirements - infrastructure, business cases, infrastructure options analysis reports)
  • Provide program management support services, including but not limited to: defining program governance, planning the program and monitoring progress and aligning deliverables to meet program outcomes
  • Monitor regional service line competencies, identify and develop training requirements and implement training to achieve delivery standards
  • Develop, recommend and ensure implementation of relevant policies and procedures, training programs and processes
  • Ensure implementation of PPM service delivery standards, in line with corporate and Client-Partner expectations
  • Provide service line input to service level arrangements
  • Conduct annual verification to ensure overall quality of service line management
  • Promote and facilitate service line integration across the region
  • Develop and maintain effective relationships within DCC, and with industry, the ClientPartners and/or stakeholders
  • Perform human resources functions (e.g. coach, supervise, mentor, plan and allocate resources, manage performance)
Other

  • Integrate industrial security considerations into PPM service line activities
  • Assist business units with needs assessment and resource planning
  • Develop annual PPM regional business plan and quarterly reports
  • Participate in national service line initiatives
  • Conduct site, regional and national training sessions
  • Other duties as assigned
SKILLS
General and Specific Knowledge

  • Best practices, methods, trends in project and program management
  • Best practices, methods, trends and legislation in real property, environmental and construction services
  • Best practices and trends in strategic planning, financial management and human resources management
  • Client-Partner project and program management policies and procedures
  • Treasury Board of Canada Secretariat policies and procedures
Formal Education and/or Certification(s) and Experience

  • Minimum: university degree in engineering, architecture or related field with eight years’ relevant experience, or the equivalent
  • Preferred: university degree in engineering, architecture or related field with eight years’ relevant experience, or the equivalent, and certification in project and program management
Abilities

  • Use applicable computer software and operating systems
  • Write proposals, technical texts and reports
  • Demonstrate business acumen, leadership and human resources management skills
  • Resolve complex problems with multiple stakeholders
  • Apply project and risk management techniques
DEVELOPMENT AND LEADERSHIP

  • Lead and manage direct and indirect reports
  • Lead project teams within the region and collaborate with others nationally
  • Provide functional direction and advice to employees and Client-Partners
WORKING CONDITIONS

  • Typical office environment with routine travel
  • Some work may be located on construction sites; incumbent may occasionally be required to wear basic safety equipment
