Under the direction of the Partnership Agreements and Engagement Lead, implements agreements and obligations related to the Keeyask and Wuskwatim partnerships and supports Indigenous engagement activities related to major projects. Acts as department liaison for assigned initiatives related to partnerships, projects and Indigenous engagement across the organization. Contributes to Divisional initiatives including strategies to enhance the coordination of Indigenous engagement efforts, to harmonize different knowledge forms and to support positive Indigenous relationships.
Responsibilities:
- Implements community-based agreements and obligations and supports Indigenous monitoring efforts, including:
- Contributes to the development of meaningful communication/engagement with Partner First Nations regarding Keeyask and Wuskwatim Partnership operational activities, including mitigation and monitoring.
- Works collaboratively with other Departments or Groups to address emerging issues related to Partnership operations and relationship management.
- Supports Keeyask Socio-Economic mitigation and monitoring obligations including involvement in the Keeyask Mercury and Human Health Risk Management Plan activities.
- Coordinates updates to the Partnerships websites and content; renews the website design and content to better reflect current Partnership communication needs.
- Contributes to efforts to harmonize Indigenous Science and Western Science, including researching best practices and collaborating with Divisional and Corporate groups to support the application of best practices in managing and applying Indigenous Knowledge.
- Coordinates the Harmonized Gillam Development (HGD) process, including managing communications and meeting logistics, participating in working group meetings, leading the development of a shared site, reviewing monthly invoices/annual budgets, supporting the agreement negotiation process, and supporting the HGD Coordinators in carrying out initiatives and actions from the working groups.
- Contributes to the preparation of briefing materials, correspondence, discussion papers, presentations and reports on issues related to the work of the Department.
Qualifications:
- A four-year degree from a university of recognized standing in Social Sciences, Communications, Resources Management, Environmental or Indigenous Studies, or a related subject, with three years of directly related experience;
OR - A two-year diploma in a related field from a technical college of recognized standing plus five years of directly related experience;
OR - An equivalent combination of education and experience.
- Strong communication skills, both oral and written. Experience with Indigenous Engagement, communication process and/or related programming.
- Ability to think creatively to support innovative programming and effective communication processes.
- Experience and/or interest in developing digital content/graphic communications is an asset.
- Understanding of hydro-electric development in Manitoba with knowledge of project impacts and environmental considerations.
- Proven interpersonal skills and an ability to establish and maintain successful working relationships with internal and external stakeholders and diverse audiences.
- Possess maturity and experience required to deal with challenging interactions with outside parties and with building collaborative and joint processes to produce mutually beneficial outcomes.
- Experience working with Indigenous peoples, particularly in northern Manitoba, is an asset.
- Ability to work collaboratively to advance solutions as part of a project team.
- Ability to handle sensitive and confidential materials.
- Self-motivated individual capable of working independently to meet deadlines and achieve defined objectives.
Salary Range
Starting salary will be commensurate with qualifications and experience. The range for the classification is $39.27-$54.35 Hourly, $75,242.70-$104,154.96 Annually.
