POSITION OVERVIEW
The First Nations Education Program Developer will report directly to the Program Development Lead (or designate). This is a full-time position based in Winnipeg, MB, with travel to First Nations communities across Manitoba as required.
The First Nations Education Program Developer will design, adapt, and support culturally grounded education programs that reflect the First Nations Education Framework (FNEF). The role will ensure that program content integrates First Nations languages, histories, traditions, and worldviews, while supporting student success in Manitoba First Nations schools. Working in collaboration with Elders, Knowledge Keepers, educators, and community partners, the Program Developer will contribute to building strong, holistic education systems that honour First Nations identity, culture, and community aspirations.
KEY RESPONSIBILITIES
Program & Curriculum Development
· Develop education programs and resources based on the principles of the First Nations Education Framework (holistic learning, lifelong learning, cultural relevance, language revitalization, and community engagement).
· Adapt provincial curriculum to align with First Nations worldviews and community priorities.
· Support the creation of culturally responsive teaching tools, lesson plans, and learning materials.
· Ensure program development reflects the values of self-determination and local control over education.
Community Engagement & Collaboration
· Work closely with Elders, Knowledge Keepers, and First Nations leadership to co-develop and validate program content.
· Collaborate with teachers, administrators, and school staff to identify needs and priorities within the framework.
· Foster respectful partnerships that strengthen the link between schools and communities.
Training & Capacity Building
· Assist with the delivery of professional development sessions to support teachers in implementing FNEF-based programs.
· Provide school-based support for the integration of new resources and culturally grounded learning approaches.
· Share best practices and build educator capacity in First Nations-led curriculum development.
Administration & Reporting
· Contribute to project workplans, progress reports, and evaluation processes.
· Track program activities to ensure alignment with the FNEF outcomes and indicators.
· Maintain organized documentation and resources accessible to schools and MFNERC staff.
QUALIFICATIONS
Education & Experience
· Bachelor’s degree in Education, Indigenous Studies, Curriculum Development, or related field.
· 2-3 years of experience in program/curriculum development or educational resource creation (First Nations education experience preferred).
· Experience working with First Nations communities, Elders, and Knowledge Keepers.
Knowledge, Skills & Abilities
· Strong understanding of the First Nations Education Framework and its application to curriculum and program design.
· Knowledge of First Nations histories, cultures, and languages in Manitoba.
· Familiarity with provincial curriculum outcomes and strategies for integrating First Nations perspectives.
· Excellent writing, facilitation, and interpersonal skills.
· Strong organizational and time management abilities.
· Proficiency with MS Office and digital resource tools.
· Willingness and ability to travel to First Nations as required.
Assets
· Fluency or working knowledge of a First Nations language.
· Experience in language or culture-based curriculum development.
· Previous work with First Nations-led education organizations.
Working Conditions
· Full-time position based at the MFNERC office, with frequent travel to First Nations communities.
· Some evening or weekend work may be required to support community engagement or school activities.
