Introduction
The Office of the Clerk of Executive Council is a dynamic, challenging, and rewarding environment. With a constant focus on priorities, a small, effective, and highly-skilled team of analytical and administrative colleagues bring a whole-of-government perspective to planning, execution, and public service leadership. The multidisciplinary team leverages knowledge from across the public service, provides rapid delivery and effective execution of government decisions. 
 

Conditions of Employment:
  • Must be legally entitled to work in Canada
  • Must provide and maintain a satisfactory Criminal Record Check
  • Must have the ability to travel within the Province of Manitoba
  • Must be able to work overtime as necessary
  • Must be able to occasionally work over the weekend

Qualifications:
Essential:
  • A formal post-secondary degree in public administration, social sciences, engineering, economics, and/or an equivalent. A suitable combination of education, training and experience may be considered
  • Proven and extensive knowledge/experience leading project management teams at a senior level to deliver multi-disciplinary projects in a high-volume, fast paced environment, with strong knowledge of project, program and portfolio management methodologies and software
  • Experience translating strategic priorities into clear operational and business plans and experience with strategic performance management and measurement systems (e.g. key performance indicators, project dashboards)
  • Experience leading multiple projects or initiatives and strategies, synthesizing information, distilling key messages/issues, assessing risk, developing strategies, and making recommendations
  • Demonstrated ability to provide strategic leadership, direction in planning, organizing and managing complex project activities and empowering teams to work together towards achieving a common goal
  • Experience leading process/quality continuous improvement and providing solutions to challenges, and fosters innovation
  • Experience with contract administration, cost and cash-flow management, and budget preparation and oversight
  • Significant management experience with responsibility for human and financial resources (including budget preparation, financial management and reporting)
  • Excellent political acumen skills with experience identifying potential operational impacts and influencing decisions and experience providing strategic advice to senior leaders on complex topics and sensitive issues
  • Very strong verbal and written communication skills with experience managing internal and external stakeholder relationship

Desired:
  • Experience building relationships with Indigenous people and implementing the principles of reconciliation
  • Accreditation in Project Management (PMP certification or similar) 
  • Knowledge of Government administrative systems and policies, the General Manual of Administration and the Manitoba Government and General Employees Collective Agreement

 
Duties:
As a member of the Executive Council, the Director is responsible for leading the planning, execution and successful delivery of strategic initiatives across government of Manitoba. It involves direct project management of high-profile, priority projects spanning multiple portfolios, including infrastructure, health, justice and other critical areas. The Director will provide leadership and coaching to project staff and cross-functional teams.
