Introduction
The Highway Design Branch of the Department of Transportation and Infrastructure is seeking qualified candidates for the role of Manager of Roadside Development.
Duties:
Reporting to the Transportation Planning and Development Engineer, the Manager of Roadside Development is the recognized departmental authority in the area of roadside development and access management. The Manager of Roadside Development is responsible for managing the departmental review of land development activities which may impact the provincial highway network and for managing the department’s access management program in accordance with the requirements of the Transportation Infrastructure Act. This position manages a team of specialists and support staff and works with a broad range of internal and external stakeholders to achieve the desired program results.
Qualifications:
Essential:
- Bachelor’s Degree in Planning or Diploma in Civil Engineering Technology, or an equivalent combination of related training and experience may be considered.
- Extensive experience in highway planning, design, access management, traffic analysis, and integrating transportation with land use.
- Strong knowledge of Manitoba land use processes, related acts, regulations, and government policies, including the ability to develop policies.
- Proven ability to manage human and financial resources, lead teams and foster innovation.
- Strong analytical, decision-making, and problem-solving skills with discretion in handling sensitive issues.
- Demonstrated interpersonal skills in building strong working relationships and with experience engaging effectively with politicians, officials, stakeholders, and the public.
- Strong verbal communication skills including the ability to deliver a presentation to a variety of audiences.
- Strong written communication skills, including the ability to convey technical or complex information clearly and concisely.
- Effective organizational skills to manage priorities and meet deadlines accurately.
Desired:
- Program/project management skills
- Knowledge of highway design standards, traffic operations, highway safety, and transportation planning methodologies.
- Familiarity with the Manitoba Occupational Safety and Health regulations, applicable collective agreements, and Departmental Financial Policies.
- Proficient in interpreting legal plans, subdivision plans, and engineering drawings.
Conditions of Employment:
- Must be legally entitled to work in Canada
- Must possess and maintain a valid Class 5 driver’s license
- Must be willing and able to travel within Manitoba as required
- Must be able to work in an outdoor rough terrain environment in both winter and summer in extreme weather conditions
