The Manitoba Advocate for Children and Youth (MACY) is an independent officer of the Legislative Assembly and is independent of government. The Manitoba Advocate’s statutory mandate includes representing the rights, interests, and viewpoints of children, youth, and young adults receiving any designated or reviewable services as described under The Advocate for Children and Youth Act. The Manitoba Advocate also reviews and reports upon the standards and quality of those reviewable and designated services provided to children, youth, and young adults who have died, to educate the public and to enhance the safety and well-being of Manitoba children, youth, and young adults.
 
Conditions of Employment:
·        Must be legally entitled to work in Canada.
·        Satisfactory Criminal Record Check, Prior Contact Check, Child Abuse Registry Check and Adult Abuse Registry Check.
·        Must possess a valid Manitoba Driver’s License, access to a vehicle, and ability and willingness to travel throughout Manitoba. Some travel outside of Manitoba may be required.
 
Qualifications: 
Essential:
  • Degree in Social Sciences, Health, Social Work, Law, or a related discipline, and several years of experience providing services to children, youth, or young adults. An equivalent combination of education and extensive experience may also be considered. 
·        Extensive knowledge and understanding of provincial child and youth-serving public systems, including child and family, youth justice, addictions, disabilities, mental health, education, and/or victim supports services/systems, and associated legislation, regulations, policies and standards. 
·        Demonstrated experience conducting complex, difficult and sensitive investigations, including gathering evidence, conducting interviews, drafting recommendations and writing comprehensive reports with sensitivity, confidentiality and sound judgment.
  • Excellent interpersonal skills to develop and maintain positive working relationships and manage emotionally charged situations.
·        Excellent verbal and written communication skills.
·        Public speaking and public relations skills.
  • Ability to work independently, and as a member of a team, and successfully thrive in an environment with daily exposure to emotionally taxing situations (e.g. sexual assaults, suicides, and serious/life-threatening injuries).
  • Strong organizational and time management skills with the ability to manage high volume workload with conflicting priorities and deadlines.
·        Working knowledge and understanding of the lives of Indigenous peoples and the aims and objectives of Indigenous communities, as well as other diverse cultures with respect to the provision of culturally appropriate services. 
 
Desired:
  • Understanding and knowledge of the role and function of the Manitoba Advocate for Children and Youth.
  • Ability to communicate in French or one of Manitoba’s Indigenous languages.
  • Registered or eligible to be registered as a social worker with the Manitoba College of Social Workers. Eligibility for registration with other regulatory bodies may be considered.
 
The Manitoba Advocate for Children and Youth is looking for candidates who are willing to work on a flexible schedule including working outside of standard office hours.
 
Duties: 
Reporting to the Program Manager, Serious Injury Reviews and Investigations, as designated by the Manitoba Advocate, the incumbent acts as an Investigator, completing reviews and/or investigations on behalf of seriously injured children, youth, or young adults who, at the time of their injury or in the year that preceded the injury, received services from any reviewable services as described under The Advocate for Children and Youth Act. Advocacy services include investigative actions sanctioned under The Advocate for Children and Youth Act. As directed, the Investigator prepares a confidential, comprehensive review or investigation of services which were delivered to the child, youth, young adult, or their family, and the circumstances surrounding the injury. The incumbent may recommend formal changes to the standards, policies, regulations, or practices relating to the services to reduce the likelihood of serious injuries occurring in similar circumstances. Based on the nature of the concerns, the investigator may carry out brief advocacy services on behalf of the injured child, youth, or young adult to ensure they are receiving public services that meet their needs. In addition, the incumbent participates in public education, outreach, and community development activities to increase awareness of MACY’s mandate.
 
Competitive Process: The competition will include a board interview(s), and a comprehensive written assessment. The successful candidate will be subject to a six (6) month probationary period.
