• Design optical transport, channel multiplex, clocking systems and customer service interface solutions as part of the overall communications carrier and multiplex systems to provide effective, efficient and reliable user communications over the backbone of the communications network.
• Design communications facilities for teleprotection, protection, control and operating circuits under the departmental practices to consider independent routing, latency, reliability and operating and maintenance requirements.
• Design communications facilities for Powerline Carrier (PLC) equipment to support operations data over transmission facilities.
• Provide related project support, written hardware and firmware specifications and configurations, performance and security testing and analysis specifications, material procurement and selection, engineering design drawings, bills of material, installation work packages, asset database entries, and commissioning test procedures.  Direct and collaborate with draftspersons, technical assistants and technicians assigned to support installations.
• Prepare Capital Project Justification reports, project reports and cost estimates, progress reporting, maintenance procedural input, drawings and project workflow documentation to assist with initiation of related projects.
• Provide subject engineering design support for design team members, technical support staff which may include on-site support of project activities anywhere in Manitoba.
• Regularly communicate with other departments, utilities, suppliers, and industry organizations to acquire and exchange project-related requirements and information and to develop and maintain relevant expert level technical working knowledge.
• Establish and update design, installation and commissioning schedules to assist with cost and schedule control of projects.
• As required, make related technical presentations.
• Required to travel within and outside the province and occasionally outside the country in performance of duties.
• Understand and employ pertinent industry and utility practices and standards to address the design role for the corporation.

• Graduate in Electrical Engineering from a University of recognized standing plus a minimum of four years engineering experience including at least one year directly related Telecommunications technical experience.
• Must have completed Standards of Conduct training or be willing to complete within two weeks of start date.
• Professional member in good standing with Engineers Geoscientists Manitoba (or willingness and ability to attain within a specified amount of time).
• Must obtain and maintain a current Personnel Risk Assessment and a "Clear" security rating in accordance with Manitoba Hydro policy P513.
• Must complete Critical Infrastructure Protection (CIP) Training prior to transfer date and renewed annually.
• Demonstrated initiative and ability to carry out complex projects to successful completion (on schedule and budget) with minimum supervision.
• Demonstrated KSA to plan, design, specify, organize, and control complex communications transport and channel multiplex equipment projects including configuration and installation of long-range transport systems, channel interface, amplifiers, digital cross connect system, optical filtering, wave division multiplexing, power line carrier, teleprotection, synchronization clocking systems, network management systems and alarm transport systems including system protocols and interface standards.
• Demonstrated KSA to effectively use MS Office, SmallWorld PNI (TeleGIS), AutoCAD, SharePoint, SAP and network management applications.
• Demonstrated KSA to improve procedures, processes, and strategies.
• Knowledge of Manitoba Hydro's Telecommunications systems.
• Demonstrated KSA to make engineering computations quickly and accurately.
• Willing to travel both inside and outside the province or country as required for project work or training.
• Must have a valid Province of Manitoba Class 5 Driver's Licence.
