Introduction
Elections Manitoba (EM) is an independent office of the Legislative Assembly responsible for securing the democratic rights of Manitobans through the conduct of free and fair elections and through the administration and enforcement of campaign finance legislation for political participants. All employees of the office must provide professional and non-partisan public service, independent from government and free from political influence, to enhance public confidence in the electoral process. The functions of the office are complex, dynamic, demanding and time sensitive.

  • Must be willing and able to work evenings, weekends and overtime as required to meet operational needs.
 
Qualifications:
Essential:
  • Post-secondary education in Public Administration, Business Administration or an acceptable combination of education, training, and experience. 
  • Excellent written communication and grammatical skills including the ability to prepare accurate, clear, and concise professional documents.
  • Proven planning, facilitation, organizational and time management skills to effectively manage tight deadlines and balance multiple priorities. 
  • Strong problem-solving skills with the ability to identify and mitigate risks and develop solutions.
  • Strong interpersonal skills including the ability to work effectively with a variety of stakeholders.
  • Experience identifying training needs and designing and delivering training programs.
  • Experience interpreting, applying, and explaining policies and procedures and/or legislation. 
  • Supervisory experience including resource planning and allocation, recruitment, facilitation, coaching/mentoring, training and development, and performance management. 
  • Political acumen and the ability to manage confidential, controversial and ambiguous or sensitive situations.
  • Excellent skills utilizing Microsoft Office applications (Word, Excel, Outlook, and PowerPoint). 
Desired:
  • Knowledge of Manitoba’s rural and northern communities, including an awareness of specific needs relating to de-centralized service delivery.
  • Ability to read, write and verbally communicate in French.
 
Duties:
The Senior Operations Officer is responsible for supporting the Operations Department and EM to conceptualize, plan and manage a series of pre-election and electoral event projects that support the conduct of free and fair elections in Manitoba. The position leads the development of operating procedures to ensure that all election field preparations are completed as required by legislation including recruitment, operations manual development, training, and special voting such as advance voting. The position assists in identifying and addressing policy and administrative issues that may impact an electoral event.
