Introduction
The Central Finance Division is responsible for ensuring Manitoba Finance is operating in a manner that is transparent, controlled, and in-line with government mandates and financial policies. Central Finance provides shared financial services and budget oversight for various partner departments, including Finance, Executive Council, The Public Service Commission, as well as business areas including Employee Credits and Other Costs, Tax Credits, and Public Debt. The division also provides centralized administrative functions related to accounts payable, bank reconciliation, and payroll services for all of government. Central Finance oversees the distribution and utilization of supported departments’ budgets and staffing positions and ensures a continuous and accurate flow of funds throughout the departments. Additionally, the Division is responsible for ensuring that Senior Leaders are equipped with the advice necessary for effective decision-making, and that Manitoba Finance and other departments effectively execute on government’s priorities.

Duties:
Reporting to the Director of Strategic Policy and Divisional Coordination, this position is primarily responsible for the coordination and administration of various finance programs, systems, accounting controls, and processes. This position interacts with various partner departments to ensure that all required approvals, regulations, and processes are adhered to and updated to reflect the transformative and innovative mandate of the branch.
Qualifications:
Essential:
  • Post-secondary education in an accounting or a financial related discipline; an equivalent  combination of related education, training and experience may be considered
  • Experience processing accounts payable transactions, requisitions, and maintaining financial records
  • Excellent interpersonal skills with the ability to work respectfully within a team environment
  • Experience working with SAP, specifically the accounts payable and requisition modules, or similar financial software packages
  • Strong attention to detail with the ability to maintain a high degree of accuracy
  • Experience interpreting and applying various acts, regulations, legislation, and policies 
  • Excellent organizational and time management skills with the ability to manage constantly changing and conflicting priorities
  • Strong verbal communication skills
  • Strong written communication skills with experience drafting a variety of documentation such as authority seeking documents and/or technical documents
  • Ability to analyze difficult situations, exercise sound judgment and problem solve
  • Experience with accounts receivable and program administration functions

Desired:
  • Knowledge of the General Manual of Administration (GMA) and the Financial Administration Manual (FAM)
