Introduction
Intergovernmental Affairs and International Relations provides strategic advice, analysis, and support on priorities and issues related to Manitoba’s relationships with the federal government, and other provincial and territorial governments; international relations, activities, and interests; and international and domestic trade policy and agreements.
Duties:
The Senior Policy Analyst is responsible for providing strategic policy advice, analysis and support to senior government leaders and officials in promoting Manitoba’s interests and managing Manitoba’s relationships with federal, provincial, territorial and international governments. This position helps to support a coordinated and strategic approach to intergovernmental relations across government, including conducting analysis and preparing briefing materials to support Manitoba’s involvement in key intergovernmental issues and events.
Qualifications:
Essential:
- Post-secondary education in policy analysis, public administration, economics or similar discipline. A relevant combination of education, training and experience may be considered
- Experience briefing and advising executive level decision-makers
- Experience leading the planning, research, analysis, and development of policies involving complex and dynamic issues
- Excellent judgment and decision-making skills
- Knowledge of federal-provincial, interprovincial and international issues and impacts
- Strong organizational skills, for the purpose of managing multiple competing demands within tight timelines
- Strong interpersonal skills for the purpose of developing and maintaining strong relationships with a diverse range of internal and external stakeholders with competing interests
- Ability to use political acumen and tact in dealing with complex and sensitive issues
- Strong verbal communication skills with the ability to present complex and sophisticated information to a variety of stakeholders
- Strong written communication skills to prepare briefing material and correspondence for senior level leadership on federal-provincial and international matters
Desired:
- Experience developing public communications; including communiqués, press releases, and speaking points
- Ability to communicate verbally and in writing in French
