Position Overview:
We are seeking Pipeline Inspectors to be based in Winnipeg and work throughout the province on our Gas Engineering and Construction team executing natural gas construction work with minimal supervision. These are seasonal term positions from April to December 2026.
Responsibilities:
- Conducts quality control inspections of field construction work of residential and commercial natural gas, electrical, communication, and CATV services and medium pressure natural gas distribution mains, to verify conformity to applicable electric and gas Corporate specifications, standards, procedures, and Safety Rules.
- Oversee pipeline commissioning procedures performed by contractors. Witness and accept pipeline pressure tests, tracer wire continuity testing, meter set soap testing and excess flow valve testing as applicable.
- As required, expedite the provision of owner supplied materials. Provide inspection for general condition of pipe, wire, fittings and other materials. Reject the use of any materials that have visual damage or other condition issues of concern. Capture applicable material information including pipe coil or stick data, meter number, regulator manufacturer and model number, excess flow valve size/rating or other as required for specific project.
- Use field book or other approved methods to record inspection notes, deviations and corrections to as-builts and unusual occurrences accurately and completely.
- Review contractor prepared Job Safety Plan, request changes if necessary to suit work being done and local site conditions.
- Ensure polyethylene joining being performed is in accordance with all requirements of the Manitoba Hydro Polyethylene Joining Guide.
- Accurately complete required documentation including service install orders, field as-builts, main test forms, billing letters, inspection reports, environmental checklist, construction inspection checklists, etc. for in progress and completed construction. Where required information is not readily available, work to obtain the information before the documentation is submitted.
- Conduct post construction audits; complete, maintain and submit audit forms on inspected material and fabrication summarizing conformity to drawings, procedures, standards.
- Provide support for inspection on high pressure and transmission pipeline projects and complete any related documentation for inspection tasks such as but not limited to: monitoring directional drilling, depth of cover, wrapping, backfilling, GPS location of welds and tie-ins.
- Verify building construction status and service entry location, obtain as-built information regarding main location, size, type and status, service status verification and utility interference on residential/commercial pre-inspection; take measurements to determine additional changes.
- Review that restoration work performed by contractor is acceptable and that site is safe to be left unattended during the progress of work or at the completion of the project.
- Ensure that all rejected fabricated material is repaired as required or disposed of and that all equipment, including work area and vehicle are kept in neat and orderly condition.
Qualifications:
- A two-year diploma in Engineering Technology from a recognized post-secondary institution plus two years relevant construction or inspection experience in a gas utility or municipal construction environment;
OR - Grade 12 plus a one-year certificate in a relevant discipline such as drafting or construction technology and:
- Three years relevant gas pipeline construction experience;
OR
- Five years relevant municipal construction experience;
OR
- Seven years relevant pipe fitting experience. - Ability to work co-operatively in a safe, courteous and responsible manner with co-workers, customers and outside agencies following the standards, procedures and policies of the Company.
- Ability to communicate clearly, concisely, and accurately in writing and orally with co-workers, contractors, customers, outside agencies and general public on work-related matters as required.
- Physically capable of performing all duties of the position including working in shored trenches and excavations and in adverse weather conditions.
- Ability to read, interpret, and understand written instructions and complex civil, electric, gas and communication construction blueprints, drawings and diagrams.
- Be able to work safely in a variety of settings and weather conditions inside and outside, such as construction sites, domestic dwellings, commercial buildings, public property, streets, and excavations, recognizing special working conditions related to utility construction.
- Experienced in the use of PC software and wireless smart devices, including Microsoft Office, eGIS, SharePoint, eForms, Adobe Acrobat and digital photography.
- Attend and satisfactory complete training courses as assigned.
- Possession of current, valid Manitoba Driver Licence, Class 5.
Salary Range
Starting salary will be commensurate with qualifications and experience. The range for the classification is $31.68-$44.20 Hourly.
