Position Overview:
We are seeking a Project Officer to join our Generation Projects Department. Under direction of a Team Lead, you will provide project management services from the initiation phase through to the closure for assigned projects.  You will lead or participate in multidisciplinary project teams to develop, plan, and execute assigned section projects.  Project Manager duties include the creation of estimates, scope, schedules, human resource requirements, procurement strategies, risk assessment and quality requirements, engage and direct consultants, suppliers, contractors, and in-house work forces to provide services

Responsibilities:
  • As a key team member, assist project teams as necessary for the implementation of projects.
  • Engage and direct Consultants to provide project services. Participate in the development of preliminary project plans including estimates, procurement strategies, scope, schedules, risk assessment and quality requirements.
  • Responsible for the procurement, administration, and close-out for construction, supply, and service contracts.
  • Monitor and report on the status of assigned projects.
  • Responsible for technical co-ordination and ensuring the final product meets technical requirements.
  • Consult with stakeholders, establish project work packages including scope, schedule, and cost estimates.
  • Provide information for the development of CIJ's (Capital Investment Justification).
  • Provide input for the development of project deliverables such as schedules, specifications, risk registers, cost estimates, environmental and safety initiatives, etc.
  • Perform on-site management of construction and commissioning activities in relief of the site Construction Engineer or Contract Administrator occasionally.

Qualifications:
  • A two-year diploma from an educational institution of recognized standing plus completion of three accredited courses in project management and two courses in leadership, and a minimum of six years related experience.  Preference will be given to diplomas in Civil, Mechanical, Electrical, Electronic Technology or Construction Management;
    OR
  • A certificate in a related discipline plus completion of four accredited courses in project management plus a minimum of two courses in leadership, and a minimum of seven years related experience. 
  • Awareness of the fundamentals of electrical, civil, and mechanical disciplines.
  • Experience related to projects associated with generation operations, equipment upgrades or unit overhauls as it relates to design, construction and commissioning activities would be an asset.
  • Strong interpersonal and communication skills and ability to interact effectively with all levels of staff and external stakeholders such as consultants, suppliers and contractors.
  • Mature judgment and proven ability to carry out assigned duties with a minimum of direction and supervision.
  • Good computer skills including experience with scheduling software and the Microsoft Office suite of software.
  • Demonstrated ability in providing mature leadership and delegating authority related to planning, organizing, and motivating the activities of a group of engineers and technical support staff.
  • Demonstrated high degree of initiative and ability to maintain working relationships and interact effectively with others at all levels, both inside and outside the corporation.
  • Demonstrated application of Project Management theory in an engineering or construction environment.
  • Knowledge of Manitoba Workplace Safety and Health Act and associated regulations.
  • Possess and maintain a valid Province of Manitoba Driver's Licence.
  • Additional formal project management education and/or PMP and/or AACE designation or other similar certification would be considered an asset.
  • Must obtain and maintain a current Personnel Risk Assessment and a "Clear" security rating in accordance with Manitoba Hydro policy P513.
  • Critical Infrastructure Protection (CIP) Training is required and must be completed prior to transfer date and renewed annually.

Salary Range
Starting salary will be commensurate with qualifications and experience. The range for the classification is $43.35-$59.82 Hourly, $83,070.78-$114,625.68 Annually.
