Introduction
The Department of Municipal and Northern Relations is seeking a qualified candidate to fill the Manager, Municipal Funding Policy position.

The Manager of Municipal Funding Policy leads the design, development, implementation, and continuous improvement of Manitoba’s strategic municipal policy framework. This involves ensuring alignment between with long-term provincial priorities and on-going emerging municipal needs. This role requires a forward-thinking approach to funding strategies, balancing policy innovation with operational execution to enhance municipal financial sustainability and accountability.
Qualifications:
Essential:
Post-secondary diploma or degree, preferably at the Master’s level, in social sciences, public administration, or other related discipline. An equivalent combination of education, training and related work experience may also be considered.
Extensive experience in researching, developing and evaluating policy and/or programs within a work setting.
Supervisory experience, including team management, stakeholder engagement, cross-functional collaboration, and motivating and coaching staff.
Strong interpersonal skills to develop and maintain effective working relationships with internal and external stakeholders.
Strong problem-solving and analytical skills, including the ability to apply data and evidence to decision-making.
Strong financial acumen with work experience in budgeting, managing funding programs, and assessing financial risks.
Strong verbal communication skills including the ability to make formal and informal presentations to a variety of audiences.
Strong written communication skills with experience producing a variety of documents, including analytical materials, decision-making documents, and public correspondence, for a variety of internal and external audiences.
Highly developed political acumen and the ability to manage confidential and politically sensitive situations through the use of diplomacy and tact.
Conditions of Employment:
Must be legally entitled to work in Canada
Ability to work overtime, including evenings, and weekends as required
Must be able to travel nationally or internationally by ground or air, with overnight stays as required.
