Position Overview:
We are seeking a Project Risk and Controls Officer to join our Project Services Department. Under the general direction of the Project Risk and Performance Section head, this position is responsible for developing and managing comprehensive risk registers, as well as reporting on project controls and performance.

Responsibilities:
  • Work closely with the Project Management Division project managers and leaders to support the integration of the risk management principles into project plans.
  • Lead the risk workshops with project stakeholders to develop comprehensive risk registers for the projects including qualitative and quantitative risk analysis techniques.
  • Provide support and analysis, while making recommendations on risk management throughout the development, evaluation, and execution activities of the project.
  • Responsible for managing, tracking, and maintaining status of the detailed project cost forecasts, earned value metrics, and reporting based on project controls data.
  • Consult with the project managers, develop project control key performance indicators (KPIs), reports, and dashboards as needed.
  • Work closely with the project stakeholders to develop, manage and maintain project controls related content.
  • Conduct regular risk and project control communication meetings, develop reports and presentations related to the Project Management risk profile.
  • Support the investigation, evaluation, development and implementation of analytical tools, techniques, and processes to enhance project controls processes and systems for the project management division.

Qualifications:
  • Two-year diploma in Electrical, Civil, Mechanical, Construction Technology, or a related discipline from an institute of recognized standing plus three accredited project management courses with a minimum of four years' directly related experience including at least one year of project delivery experience; 
    OR 
  • Certificate in related discipline plus four accredited project management courses with a minimum of five years' directly related experience including at least one year of project delivery experience; 
    OR
  • Journeyperson apprenticeship and five accredited courses in project management plus five years of directly related experience.
  • Working knowledge of Project Management principles.
  • Experience in project control tools, risk management tools, and change management is an asset.
  • Demonstrated experience in developing successful working relationships with internal and external stakeholders.
  • Insight into the various project issues in general, with strong analytical skills to understand and determine the implication of qualitative and quantitative information and data.
  • Proven ability to work independently under broad guidelines and minimum supervision.
  • Strong interpersonal and communication skills and ability to interact effectively with all levels of staff.
  • Experience with Power BI would be considered an asset.
  • Must obtain and maintain a current Personnel Risk Assessment and a "Clear" security rating in accordance with Manitoba Hydro policy P513.

Salary Range
Starting salary will be commensurate with qualifications and experience. The range for the classification is $39.18-$54.24 Hourly, $75,083.06-$103,932.92 Annually.
