BACKGROUND:
SCO is a growing and dynamic regional First Nation organization that represents 33 Anishinaabe and Dakota Nations and more than 92,000 citizens in what is now southern Manitoba. Established in 1999 by the Chiefs, SCO is mandated as an independent organization to protect, preserve, promote, and enhance First Nation peoples’ inherent rights, languages, customs, and traditions through the application and implementation of the spirit and intent of the Treaty-making process. 
 
OVERVIEW:
Reporting to the Director of Operations & Systems Integration for the Health Services department, the Community Health Services Program Manager will oversee the planning, delivery and evaluation of SCO’s community-based health programs, including the Non-Insured Health Benefits (NIHB) Program, demonstration projects, Cancer Care Project, and emerging initiatives under the Community Health Services umbrella. Guided by Indigenous determinants of health and the principles of self-determination, this role will focus on improving access to culturally safe, equitable, and holistic care across SCO member Nations.
The Program Manager will lead a multidisciplinary team in the implementation of Nation-driven health service models, coordinate partnerships with regional health authorities and educational institutions, to help foster the advancement of health equity and ensure alignment with SCO’s long-term vision for First Nation-led health transformation. 

KEY RESPONSIBILITIES:
·         Lead the planning, delivery, and continuous improvement of SCO’s community health programs, including NIHB, chronic disease screening, community-based clinical initiatives, and other emerging health service programs
·         Oversee program staff and ensure that services are delivered in alignment with SCO’s standards for culturally safe, trauma-informed and equity-oriented care
·         Work collaboratively with regional health authorities, training institutions and other partners to develop and expand Nation-based service delivery models
·         Support the implementation of new programs such as local phlebotomy services, community-assisted dialysis, and chronic disease prevention initiatives
·         Ensure NIHB program administration supports fair and accessible services for all SCO member Nations, including efficient claims management and advocacy on behalf of community members
·         Develop and maintain program policies, procedures, and educational resources that promote high-quality service delivery
·         Use data, evaluation tools and community feedback to measure outcomes and inform ongoing improvement
·         Coordinate training and capacity-building initiatives that support full-scope practice for community health workers and build local health workforce sustainability
·         Lead program reporting, budgeting, and evaluation to ensure accountability to funders and SCO leadership
·         Assist in the identification of and application for grants and other funding opportunities to extend the program’s reach and sustainability
·         Promote integration and collaboration across health disciplines and SCO departments to strengthen wrap-around service delivery
·         Identify gaps in access to care and propose solutions that reflect community priorities and promote self-determined health systems
·         Assist with other emerging initiatives as part of the collaborative Health Transformation team


EDUCATION AND QUALIFICATIONS:
·         Completion of bachelor’s degree in Nursing from an accredited educational institution required; continuing education in the fields of public health, health administration, management, or a related discipline would be considered an asset. A combination of education and relevant experience may be considered
·         Minimum 5 years of experience as a nurse, nurse educator, or a similar role in a clinical setting
·         Minimum 5 years of experience managing staff 
·         Experience coordinating health programs or services, preferably within First Nation or community health contexts
·         Experience administering or working with NIHB or similar health benefits programs
·         Proven experience coordinating inter-agency or inter-jurisdictional initiatives, including collaboration with regional health authorities, federal and provincial partners, and educational institutions
·         Strong understanding of Indigenous and Western health models
·         Experience using data, evaluation tools, and community input to guide program design and performance measurement
·         Excellent organizational and time management skills, with the ability to balance multiple priorities
·         Strong written and verbal communication skills with diverse audiences including leadership, health professionals, and community members; Grant writing experience would be considered an asset
·         Demonstrated understanding of and respect for First Nations cultures, values, and traditions
·         Ability to speak Dakota or Anishinaabemowin is considered a significant asset
 
OTHER REQUIREMENTS:
  • Must provide a current and satisfactory criminal record check with vulnerable sector search
  • A valid class 5 MB driver’s license with access to a reliable vehicle for business travel
  • If the incumbent is a registered member of a regulated profession, they must be in good standing with their regulatory body

WAGE RANGE: $85,000 - $95,000 Annually
