Duties:
Reporting to the Director of Preparedness and Response, the Manager of Planning is accountable for the overall planning, development, implementation, management, and analysis of the operations policies, protocols, activities, and programs that support the Manitoba Emergency Management System (MEMS),and is responsible for the maintenance and continuous updates to the Manitoba Emergency Plan. The position facilitates the continuity and coordination of government operations from the maintenance of situational awareness and routine response activities done in the normal course of business to full activation of the Manitoba Emergency Coordination Centre for significant events.
Reporting to the Director of Preparedness and Response, the Manager of Field Support is responsible for the overall analysis, planning, development, implementation, and management of emergency preparedness regulations and policies. This includes the evaluation of municipal/community level emergency preparedness plans and programs, the review of departmental emergency plans, emergency preparedness liaison, emergency management education, training, and exercising, emergency preparedness public outreach including social media strategies, and development of emergency management doctrine in Manitoba as coordinated by the Manitoba Emergency Management Organization (EMO).
Qualifications:
Essential:
Post secondary education in emergency management, public administration, political science, natural resource management, environmental science, combined with training and direct experience in emergency management. An equivalent combination of relevant education and experience may be considered.
Extensive experience in the development of policy and programs in emergency and consequence management and disaster response.
Experience researching, developing, evaluating, and recommending strategies, and policies for various stakeholders.
Experience supervising, mentoring and leading staff with the ability to establish work priorities.
Effective political acumen and the ability to manage confidential, controversial and politically sensitive material and situations with tact and diplomacy.
Organizational skills with the ability to demonstrate flexibility and changing priorities and to work within tight deadlines in a high pressure, fast paced, change driven environment.
Experience working with and/or comprehensive knowledge of emergency management principles
Excellent written communication skills with experience in developing original content and writing analytical documents.
Excellent verbal communication skills with experience facilitating and conducting presentations to a variety of audiences and stakeholders.
Problem solving and decision making skills with the ability to conduct analysis and develop solutions for complex issues and make sound decisions.
Excellent interpersonal skills with the ability to develop and maintain working relationships and interact effectively with external and internal stakeholders.
Desired:
Knowledge of provincial and federal legislation and regulations pertaining to emergency management and public safety.
Conditions of Employment:
Must be legally entitled to work in Canada
Must be able to possess and maintain a valid full Class 5F Manitoba Driver's license
Must be able to work in a high stress environment for extended hours, including holidays, evenings and weekends as required
Ability to travel throughout Manitoba, Canada and internationally (accommodations and transportation provided) and to work alone in remote locations on occasion
Must be able to work in the Manitoba Emergency Coordination Centre as a staff or leader, for extended periods of time when activated
