Position Overview:
We are seeking a permanent Professional Engineer to join our Telecommunications team in Winnipeg, Manitoba.

Reporting to the Section Head of Maintenance Engineering in the Telecommunications Department, this position will lead a team of technical staff responsible for providing first level engineering support for the operation, maintenance, repair and commissioning of all Telecommunication assets. This position will also lead the coordinated response of system effecting emergencies, the department's compliance with NERC and cyber-security requirements and perform asset management for all telecommunications assets.

Responsibilities:
  • Provide expert technical direction and support engineering workgroups, technicians and personnel with the operation, maintenance, repair and commissioning of telecommunications equipment, infrastructure and systems.
  • Supervise and develop a team of technical experts.
  • Lead the emergency response and restoration of telecommunications equipment failures, deficiencies or other issues. Determine scope of corrective work and direct resources to be assigned to deal with the emergency and restoration action plan.
  • Consult and negotiate with manufacturers, external vendors and suppliers to resolve equipment failures, unsatisfactory performance, and/or establish maintenance support contracts.
  • Lead the development, modification, evaluation and optimization of equipment maintenance plans and procedures.
  • Proactively lead the identification and implementation of reliability and security improvements of telecommunications infrastructure to ensure the smooth operation of this infrastructure for the Enterprise. This includes identifying potential needs and entering them into the Asset Needs Tracker (ANT), valuing potential needs using the Enterprise Copperleaf system, identifying the priority of potential needs and determining funding through either Program or Capital investments.
  • Raise capital funding for projects valued greater than $1M for the department. This includes drafting capital investment justifications (CIJs) and collaborating with the Asset Mgmt Division to confirm C55 value of the project and approvals through all levels of management.
  • Track, assign and monitor work items submitted through Teleconnect requiring maintenance engineering support and support the completion of such work.
  • Identify, develop and lead the training on new equipment for operations and maintenance staff.
  • Support the department on all items related to NERC and Cyber Security. Ensure telecommunication assets are in compliance with NERC and Cyber Security requirements and programs. Maintain close relationships with NERC and Cyber Security departments.
  • Provide support for the Telecommunications Tools and Equipment program
  • Participate in the Common Telecommunications Site Agreement (CTSA) between MH and BellMTS.
  • Ensure SRA reviews are completed quarterly to verify all access has an accompanying authorization record.

Qualifications:
  • Graduate in Electrical Engineering or Computer Engineering from a University of recognized standing plus a minimum of seven years related experience in the Telecommunications field.
  • Professional member in good standing with Engineers Geoscientists Manitoba (or willingness and ability to attain within a specified amount of time).
  • Possess thorough knowledge and understanding of telecommunications system infrastructure and equipment, operation and maintenance.
  • Possess thorough knowledge of Corporation policies, procedures, safety and financial systems.
  • Possess practical experience and detailed working knowledge of SAP and Microsoft Office.
  • Demonstrated planning and leadership experience.
  • Demonstrated high degree of initiative, mature judgement, and ability to carry out assigned duties with a minimum of direction and supervision.
  • Demonstrated ability to successfully manage and complete a large volume of work under high stress and tight timelines.
  • Demonstrated high degree of organization and ability to multitask several competing priorities on a daily basis.
  • Demonstrated commitment to personal professional development and performance planning.
  • Excellent interpersonal and communication skills are a critical competency required for this position.
  • Willing to travel and occasionally work long hours or outside of regular hours.
  • Possess and maintain a valid Province of Manitoba Driver's Licence.
  • Must obtain and maintain a current Personnel Risk Assessment and a "Clear" security rating in accordance with Manitoba Hydro policy P513.
  • Critical Infrastructure Protection (CIP) Training is required and must be completed prior to transfer date and renewed annually.
  • Must have completed Standards of Conduct training or be willing to complete within two weeks of start date.

Salary Range
Starting salary will be commensurate with qualifications and experience. The range for the classification is $52.88-$72.45 Hourly, $101,332.40-$138,828.30 Annually.
