BACKGROUND:
SCO is a growing and dynamic regional First Nation organization that represents 33 Anishinaabe and Dakota Nations and more than 92,000 citizens in what is now southern Manitoba. Established in 1999 by the Chiefs, SCO is mandated as an independent organization to protect, preserve, promote, and enhance First Nation peoples’ inherent rights, languages, customs, and traditions through the application and implementation of the spirit and intent of the Treaty-making process.
OVERVIEW:
Southern Chiefs’ Economic Development Corporation (SCED) is the economic development affiliated organization of the Southern Chiefs’ Organization Inc. (SCO). SCED advances economic reconciliation by creating sustainable economic opportunities that strengthen First Nations communities across southern Manitoba.
The Executive Director (ED) provides strategic and operational leadership for SCED and is accountable for organizational performance, enterprise development, partnerships, and financial stewardship. The ED leads economic development initiatives that generate long-term prosperity, employment, and capacity-building opportunities aligned with SCO’s mandate and the priorities of its member Nations.
This position is employed by Southern Chiefs’ Organization Inc. and supports the Southern Chiefs’ Economic Development Corporation (SCED) under a service arrangement.
KEY RESPONSIBILITIES:
| Leadership & Governance:
· Provide overall leadership and direction for SCED’s mandate, strategy and growth
· Translate SCO’s strategic priorities into actionable economic initiatives
· Advise the CEO and governance bodies on economic development strategy and opportunities
· Develop multi-year business and investment plans
· Ensure activities align with principles of economic reconciliation and community benefit
| Economic Development & Project Work:
· Identify, evaluate and advance economic development and investment opportunities
· Lead business case development, feasibility studies and financial modelling
· Oversee development of approved economic initiatives and existing enterprises
· Guide partnership structures, joint ventures, and investment strategies
· Support sustainable revenue generation and long-term asset growth
Operational & Financial Management:
· Provide executive oversight of SCED operations and initiatives
· Ensure responsible financial management, budgeting and reporting
· Manage funding agreements, contracts and compliance requirements
· Implement risk management and accountability frameworks
· Ensure effective internal systems, processes and performance tracking
| External Relations & Representation:
· Build and maintain strong relationships with First Nations leadership and communities
· Engage governments, industry partners and Indigenous organizations
· Represent SCED in negotiations, forums and strategic discussions
· Advance investment and funding relationships
People Leadership & Development
· Lead and mentor SCED staff
· Build a high-performing, accountable and collaborative work environment
· Support workforce development and succession planning
· Promote a culture grounded in respect, integrity and service

EDUCATION AND QUALIFICATIONS
· Post-secondary degree in Business, Commerce, Economics, Public Administration, or related field
· Master’s degree (MBA or related discipline) considered an asset
· Minimum 8-10 years of progressive leadership experience in economic development, business development, investment or enterprise management
· Experience working with First Nations, governments or political organizations
· Strong business acumen including business planning, financial analysis, budget oversight and investment evaluation
· Demonstrated experience leading complex initiatives and partnerships
· Strong negotiation and stakeholder engagement skills
· Excellent written and verbal communication skills
· Knowledge of federal and provincial funding programs and policy environments
· Proficiency in Microsoft Office and virtual collaboration platforms
· Ability to speak Dakota or Anishinaabemowin considered an asset
OTHER REQUIREMENTS:
· Must provide a current and satisfactory criminal record check
· A valid class 5 MB driver’s license with access to a reliable vehicle for business travel
· Willingness to work flexible hours as required
· Ability to work in office, community, and project site settings
