Position Overview:
Under the guidance of the Organizational Effectiveness Lead, the Workforce Planning Specialist plays a strategic role in building an integrated, enterprise-wide approach to workforce planning. The role provides leaders with clear, forward-looking insights into workforce capacity, risks, and future skill needs – enabling more informed talent decisions and stronger alignment between people strategies and organizational priorities.

Partnering with business leaders and cross functional People teams, the specialist acts as a trusted advisor, translating workforce data into meaningful guidance that supports both immediate planning and long-range organizational readiness.

As part of the Organizational Effectiveness Centre of Expertise (CoE), the specialist helps develop and enhance workforce planning tools, standards, and processes to strengthen talent sustainability and readiness across the organization.

Responsibilities:
Workforce Planning & Analysis
  • Support the annual workforce planning cycle and conduct forecasting, supply and demand modelling, scenario planning, and skills gap analysis.
  • Analyze workforce trends and risks and translate insights into clear, actionable talent strategy recommendations.
  • Provide data-driven insights that inform organizational priorities, decision making, and action plans.

Business Partnership & Advisory
  • Partner with leaders and People teams to understand workforce needs and align plans with strategic and operational priorities.
  • Present complex workforce data in clear, business friendly ways that guide decisions at all levels.

Collaboration & Stakeholder Engagement
  • Work closely with partners across Finance, Strategy, Data, Change Management, and People teams to strengthen alignment between workforce, financial, and operational plans.
  • Build workforce planning capability through training, tools, and guidance.
  • Support change adoption by promoting new processes, tools, and workforce insights across the organization.

Program & CoE Development
  • Contribute to developing and improving workforce planning methodologies, tools, and standards.
  • Serve as a CoE ambassador by championing organizational effectiveness and workforce planning practices, raising awareness of workforce risks and opportunities.
  • Advance Organizational Effectiveness programs through continuous improvement and collaboration with Learning & Leadership Development to strengthen leaders' workforce planning capabilities.

Qualifications:
  • Four-year bachelor's degree in business, Human Resources, Organizational Development, Economics, Data Analytics, or a related field, and five years of experience in workforce planning, data analytics, HR Business Partnerships, or an equivalent combination of post-secondary education and experience.
    OR
  • Two-year diploma in Business, Human Resources, Organizational Development, Economics, Data Analytics, or a related field, and seven years of experience in workforce planning, data analytics, HR Business Partnerships, or an equivalent combination of post-secondary education and experience.
  • Strong analytical skills with proficiency in Excel and the ability to interpret and translate data into clear insights. 
  • Proven ability to communicate complex information to non technical audiences and present recommendations to leaders. 
  • Effective communication, collaboration, and influence skills with experience supporting change across diverse stakeholders. 
  • Able to work in evolving or ambiguous environments, with strong problem-solving, strategic thinking, and attention to detail. 
  • Strong project management skills, including managing multiple priorities and deadlines within cross functional teams.

Salary Range
Starting salary will be commensurate with qualifications and experience. The range for the classification is $44.75-$61.75 Hourly, $85,745.40-$118,316.64 Annually.
