The Seniors’ Advocate office is an independent office of the Legislative Assembly of Manitoba and is responsible for identifying, reviewing and analyzing systemic problems affecting seniors in Manitoba and making recommendations for positive change. 

The Deputy Seniors’ Advocate provides operational leadership, support and advice to assist the Senior’s Advocate in delivering on the office’s mandate and contributes to the office’s strategic and business planning processes with particular focus on setting and meeting service objectives and standards and overseeing operational performance and building capacity for the future. 

Qualifications: 

Conditions of Employment:

·        Satisfactory Criminal Record Check, Child Abuse Registry Check and Adult Abuse Registry Check.
  • Valid Manitoba Driver’s License, access to a vehicle, ability and willingness to travel throughout Manitoba
·        Must be legally entitled to work in Canada.
 
Essential skills/expertise:

·        Graduate degree in a related field with demonstrated experience leading organizational and community research and evaluation. Equivalent combination of education and experience may be considered.

·        Senior management experience, with provincial or national scope, including strategic planning, development of staff, leading policy and program development and implementation.

·        Understanding of Public Service systems together with demonstrated experience in the interpretation and application of legislation and policy.

·        Superior analytical skills and ability to analyze complex issues, identify systemic issues relevant to the public interest and formulate creative and innovative options to improve public administration 

·        Experience engaging and developing collaborative working relationships with Indigenous communities, and community leaders.

·        Proven ability to apply the principles of truth and reconciliation between Indigenous peoples and non-Indigenous peoples in the provision of services and in relationship building with stakeholders.

·        Demonstrated ability to consider various points of view, exercise sound judgement and resolve complex or sensitive issues.

·        Superior verbal, written, interpersonal and organizational skills to communicate and manage highly sensitive information and confidential matters with high-level internal and external stakeholders. 

·        Experience conducting presentations to varied audiences.

Desired skills/expertise:

·        Specialized training and/or experience in seniors care, seniors research or other are applicable to seniors would be an asset. 

The Office of the Senior’s Advocate is looking for candidates who are willing to work on a flexible schedule to cover office demands and when travelling for work-related purposes. 

Duties:  

Reporting to the Manitoba Senior’s Advocate, the Deputy Advocate is accountable for leading, directing and managing a team of professional staff to ensure compliance, integrity, and high-quality service in delivery of responsibilities outlined in the Seniors’ Advocate Act. 

As a member of the executive leadership team, the Deputy has a duty to ensure the independence and integrity of the office is preserved and assumes specific responsibility for ensuring the effective and timely delivery of programs and services. The Deputy must collaborate with the members of the leadership team to harmonize work, foster a citizen-centered service culture and ensure the work of the office is aligned with the Senior Advocate’s overall vision for the organization and is meeting the objectives set by the Senior’s Advocate.  

The Deputy provides oversight of the offices’ activities including program direction and evaluation, assessing emerging seniors’ issues and trends, leading/assisting in the implementation of legislation, regulations, the development of policies and assisting with public communications as well as ensuring the effective management of resources, processes and relationships consistent with the mission and values of the Office.
