Introduction
This incumbent is responsible for implementing extended reporting requirements, including timely notification to communities and public reporting on compliance and enforcement activities.. This role supports and complements work of the Environmental Enforcement Specialist by coordinating outreach, managing reporting systems, and ensuring that enforcement initiatives are effectively communicated and aligned with branch priorities ensuring of consistent program delivery province wide. This position also serves as a subject matter resource to Environment Officers, Regional Supervisors, Leadership, various committees, and internal and external stakeholders to support effective compliance and enforcement of regulations, licences, orders and permits.
Duties:
The Communication and Enforcement Coordinator supports environmental enforcement by ensuring enforcement actions are clearly communicated, consistently documented, and transparently reported across the branch and to external audiences. The incumbent is responsible for implementing extended reporting requirements, including timely notification to communities and public on compliance and enforcement activities. The role supports progressive enforcement tools (such as warnings, tickets, orders, AMPs), reviewings and standardizing enforcement documentation, maintaining enforcement tracking and reporting systems, and prepares briefings and reports for senior management, legal partners, and stakeholders. Working closely with the Environmental Enforcement Specialist, Crown and court services, and internal staff, the position coordinates outreach, training, and continuous improvements to enforcement communication and reporting practices to strengthen consistency, accountability, and public trust.

Qualifications:
Essential:
  • Post-secondary education, preferably in the environmental or social sciences, public administration, or other relevant discipline. A combination of education and extensive work experience may be considered.
  • Experience in regulatory enforcement, including interpreting environmental regulations, coordinating enforcement actions, and preparing compliance documentation.
  • Experience with environmental legislation, policies, and enforcement procedures, including progressive enforcement tools such as warnings, tickets, informations, orders, and Administrative Monetary Penalties (AMPs).
  • Experience with data management and reporting systems used to track enforcement activities, analyze compliance trends, and generate reports for internal and external stakeholders.
  • Demonstrated leadership of projects or teams with a diverse technical background or roles.
  • Exceptional organizational and project coordination skills, with the ability to manage multiple priorities, meet deadlines
  • Excellent verbal communication skills
  • Excellent written communication skills, with the ability to convey complex information clearly across technical and public¿facing documents
  • Excellent political acumen skills with the ability to handle sensitive enforcement matters
  • Strong interpersonal skills, with the ability to build effective working relationships and collaborate with diverse internal and external stakeholders.

Desired:
  • Strong verbal and written communication skills in French is an asset

Conditions of Employment:
  • Must be legally entitled to work in Canada
  • Must provide and maintain a satisfactory Criminal Record Check
  • Must possess and maintain a valid Full Stage Manitoba Class 5 Drivers License.
  • Must be willing and able to travel throughout the province with occasional overnight stays as required.
  • Must be able to work overtime, including evenings and weekends as required
