Introduction
Finance and Administration in the Department of Business, Mining, Trade and Job Creation provides corporate leadership and coordination in strategic planning, financial and information technology services to support the departments and related agencies in achieving their mandate. Consistent with the mandate of the department, the position exercises corporate comptrollership and financial reporting, ensuring that operational processes and practices result in the effective delivery and management oversight of programs, the prudent use of public funds, appropriate accountability for funded programs and entities, and the proper use of reserve funds.

Duties:
The Director of Finance is responsible for the complex financial framework of department, maintaining an active comptrollership function by providing leadership and direction in matters of financial control and reporting; financial systems planning, design and implementation; cost benefit analysis and evaluation on new and existing initiatives; implementation and maintenance of strong financial controls and assurance of sound business practices.

Qualifications:
Essential:
  • A professional CPA designation or a combination of education and experience in accounting and budgeting, financial management, analysis and comptrollership may be considered
  • Excellent analytical and conceptual skills for financial planning, forecasting, problem solving and assessing programs
  • Experience in reviewing and preparing documents, including financial and authority-seeking materials, for senior leaders
  • Knowledge of generally accepted accounting principles and methodologies and their impact on the public sector
  • Experience interpreting, developing and implementing financial and administrative policies, procedures and directives
  • Experience leading, overseeing, and supervising a team including all aspects of human resources management
  • Experience preparing and interpreting financial statements, including an understanding and appreciation of the management dimensions
  • Excellent organizational and time management skills required to manage competing deadlines in a fast-paced environment
  • Strong interpersonal skills and excellent communication skills, both oral and written, experience making presentations to senior executive members and to outside agencies
  • Ability to work independently with good judgement and decision-making skills 
Desired:
  • Knowledge of government financial requirements and processes encompassed in the General Manual of Administration, Financial Administration Manual, the Financial Act and other acts legislated in the province, and Treasury Board Guidelines that impact on the departments
