Position Overview:
We are seeking an Estimating Services Section Head to join our Project Service Department. Under the general direction of the Project Services Department Manager, as an internal expert, is responsible for providing specialized expertise, and leading a team of technical staff in cost estimating and construction methodology for the planning, pre-construction, and construction activities associated with the development of hydraulic generation, transmission and distribution projects. This role will drive capital estimating practices across Asset Planning & Delivery.
Responsibilities:
- Responsible for providing expertise in the planning, pre-construction and construction activities associated with new hydraulic plants, as well as rehabilitation, upgrades and decommissioning of existing hydraulic plants;
- Responsible for supervising and mentoring a team of estimating staff involved in the planning of generation, transmission and distribution projects.
- Responsible for developing and maintaining an effective professional mentoring relationship with members of the estimating section in order to assess relative work priorities and to assess the impact of the workload on others;
- Reviewing work by team members and cost estimates completed by other lines of business (internally or by external resources) – ensuring that work is not only technically correct but also complies with business drivers and goals, standards, policies, practices and processes;
- Providing instructions, advice and guidance; mentoring and coaching; sharing knowledge/lessons learned.
- Responsible for identifying risk and opportunities within construction schedules and cost estimates and implementation of appropriate action plans;
- Responsible for developing and maintaining an effective professional relationship with external contractors, equipment manufacturers and suppliers, consultants and other cost estimators and schedulers in the profession;
- Responsible for promoting the discipline of cost estimating, scheduling and construction expertise through participation and support of professional organizations such as AACE (The Association for the Advancement of Cost Engineering);
- Responsible for assigning work and giving instructions, advice and technical support to engineers and technical support staff within the corporation;
- Responsible for the creation and maintenance of a cost database on local and national material, including commodities, equipment, and labor construction cost information;
- Responsible for selecting, training, appraising, and disciplining staff and providing a climate for professional development;
- Responsible for acting as corporate representative on behalf of MH in participation with the Canadian Utilities Cost Estimating group (CUCE) which provides a forum for leading technology in the cost estimating, scheduling and construction methodology discipline.
Qualifications:
- Four year degree from a University of recognized standing, with a minimum of nine years related experience, of which five years experience must have been in project management and administration with an emphasis on estimating and scheduling activities.
- Knowledge of cost control, estimating procedures and related fields of Engineering;
- Knowledge and ability to develop and utilize computer models associated with scheduling and cost estimating, including first principle cost estimating procedures;
- Knowledge of contract document preparation;
- Ability to analyze, interpret and evaluate various complex technical studies and data;
- Ability to develop cost and schedule estimate for plant modifications, plant decommissioning and new plant construction;
- Knowledge of construction methods and safety related issues;
- Ability to perform in a coordinating role effectively and diplomatically;
- Demonstrated ability to supervise, direct and motivate personnel;
- Proven organizational and leadership abilities;
- Ability to carry out assigned duties with minimum of direction and supervision;
- Demonstrated high degree of initiative and ability to maintain harmonious working relationships and interact effectively with others at all levels, both inside and outside corporation;
- Ability to plan, organize and control activities of various concurrent work assignments within the area of responsibility;
- Field experience on large construction projects is an asset.
- Experience reviewing/negotiating contract claims is an asset.
- Mature judgment and excellent interpersonal skills are a critical competency required for this position;
- Willingness to travel by all modes of transportation.
Salary Range
Starting salary will be commensurate with qualifications and experience. The range for the classification is $57.62-$78.94 Hourly, $110,417.06-$151,272.42 Annually.
