Position Summary
The Jordan’s Principle Program Manager is responsible for the overall leadership, supervision, operational management, and compliance oversight of Jordan’s Principle services delivered by the Ginew Wellness Centre on behalf of children and youth from Roseau River Anishinaabe First Nation residing in Manitoba.
This position ensures that Jordan’s Principle services are delivered in accordance with:
- Jordan’s Principle operational guidelines
- Indigenous Services Canada (ISC) funding requirements
- Applicable federal and provincial legislation
- Approved contribution agreements, work plans, and reporting schedules
The Program Manager balances culturally safe, family‑centred, needs‑based services, ensuring timely submission of requests, accurate documentation, and effective case coordination. This position reports to the lead of the Child Development and Family Services.
Core Responsibilities
1. Program Oversight, Governance & Compliance
- Provide overall operational oversight of the Jordan’s Principle program to ensure compliance with policies, funding terms, and reporting requirements.
- Ensure services are delivered according to approved mandates, eligibility criteria, and Jordan’s Principle principles.
- Ensure timely, accurate submission of Individual and group requests
- Identify and mitigate program risks related to service delivery, funding, or compliance.
2. Leadership
- Provide direct supervision, leadership, mentorship, and performance management for Jordan’s Principle staff.
- Oversee day‑to‑day staffing, workload distribution, and service coordination.
- Conduct formal performance evaluations and ongoing performance monitoring.
- Address staff training, attendance, and performance matters in compliance with organizational policies.
- Approve staff leave, overtime, and scheduling adjustments.
- Support recruitment, screening, hiring, onboarding, and orientation of new staff.
3. Case Management Oversight & Service Coordination
- Provide oversight and guidance for Jordan’s Principle case management processes.
- Support case conferencing and service coordination for complex or high‑needs cases.
- Provide interim case management oversight during staff training or vacancies, as required.
- Ensure documentation is complete, accurate, and compliant with ISC expectations.
- Support equitable, timely access to supports for eligible children and youth.
4. Financial Oversight & Funding Accountability
- Support responsible management of allocated Jordan’s Principle funding.
- Ensure expenditures align with approved requests, budgets, and contribution agreements.
- Support contract review, service agreements, and invoice verification.
- Assist in the development of funding proposals, amendments, and renewal requests.
- Participate in annual budgeting, multi‑year planning, and financial forecasting for the program.
5. Intergovernmental, Interagency & Community Liaison
- Serve as a key liaison with Indigenous Services Canada representatives regarding program operations, reporting, and compliance matters.
- Maintain effective working relationships with:
- Health and social service providers
- Hospitals, clinicians, and contractors
- Schools and educational supports
- Provincial service systems and community agencies
- Ensure appropriate information sharing practices are followed within privacy and confidentiality requirements.
- Support culturally safe collaboration with families, caregivers, and community leadership.
6. Policy, Planning & Continuous Improvement
- Support the development, review, and implementation of program policies and procedures.
- Participate in operational planning, annual program reviews, and continuous quality improvement initiatives.
- Identify training needs and support professional development to strengthen service delivery and compliance.
- Ensure program practices align with applicable legislation, including:
- Child and Family Services Act
- Vulnerable Persons legislation
- Privacy and information‑sharing requirements
Qualifications
Education & Experience
- Bachelor of Nursing (BN), Registered Nurse (RN), Licensed Practical Nurse (LPN), Bachelor of Social Work (BSW), or equivalent combination of education and related experience.
- Must be in good standing with relevant professional regulatory body (if applicable).
- Minimum 3–5 years of experience in case management, family support services, or coordinated service delivery.
- Minimum 3 years of supervisory or program leadership experience.
- Experience administering ISC‑funded programs is a strong asset.
Knowledge, Skills & Competencies
- Demonstrated knowledge of Jordan’s Principle and ISC operational systems.
- Understanding of First Nations health, social, and wellness service delivery models.
- Knowledge of Roseau River Anishinaabe First Nation culture, teachings, and community context.
- Strong organizational, documentation, analytical, and reporting skills.
- Strong leadership, communication, and stakeholder‑engagement abilities.
- Ability to manage multiple priorities and meet strict reporting timelines.
- Proficiency in Microsoft Office and electronic case management/reporting systems.
- High level of professional ethics, confidentiality, and accountability.
Working Conditions
- Combination of office‑based work, community engagement, and travel.
- Flexible work hours, including evenings or weekends when required.
- Ability to lift up to 30 pounds.
- Light physical activity may be required.
Conditions of Employment
- Valid Manitoba Driver’s Licence.
