Introduction
The Lands Branch is responsible for land tenure and allocation management, planning, policy, and program delivery, on lands administered under The Crown Lands Act. The Planning Section provides Crown land planning and management expertise and services to clients while working with other governments, Indigenous communities, agencies, industry, and community stakeholders.

Duties:
The Land Planning Specialist leads the research, analysis, and development of a provincial planning framework for lands administered under The Crown Lands Act. The candidate is responsible to develop and implement provincial Crown land planning models, maintain corporate and operational land use policies, participate on interdepartmental committees, and collaborate with colleagues and other government departments, stakeholders, and Indigenous communities.

The incumbent is required to incorporate land-planning principles intended to guide sustainable land use decisions while balancing economic growth, environmental protection, and social equity through collaboration to ensure effective stewardship of Crown land. The position responsibilities are complex, requiring a high degree of critical thinking, analytical and emotional intelligence skills to foster effective working relationships and make sound land use recommendations.
 
Qualifications:Essential:
  • Post secondary degree in planning, agroecology, natural resources, geography, environmental science or an equivalent combination of education, training, and experience may be considered.
  • Experience in land use planning and the development of land use policies.
  • Experience reviewing and interpreting technical information, integrating public and Indigenous input and knowledge to inform land use, management, and allocation decisions.
  • Strong interpersonal skills that facility the development and maintenance of effective working relationships with a variety of internal and external stakeholders, including municipalities and Indigenous communities.
  • Excellent verbal communication skills with experience dealing effectively with public inquiries and developing and delivering public presentations.
  • Strong written communication skills with experience writing a wide range of documents.
  • Excellent organizational and time management skills with the ability to manage multiple tasks, adapt to changing priorities, and meet strict deadlines.
  • Experience working with Geographic Information Systems (GIS) to support land use planning and decision-making.

Desired:
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook, and Teams).
  • Experience in organizing and facilitating in-person and virtual public engagement and consultation initiatives.
  • Experience with Microsoft Office including (Word, Excel, PowerPoint, Outlook and Teams). 

Conditions of Employment:
  • Must be legally entitled to work in Canada
  • Must possess and maintain a valid full stage Manitoba Class 5 Drivers Licence
  • Must be willing and able to travel to rural, northern, remote communities throughout the province, by various forms of transportation, with occasional overnight stays
  • Must be physically capable of performing duties and functions of the position including walking over rough terrain, lifting up to 30 lbs., and occasionally working in inclement weather conditions
  • Must be willing to work overtime as required
