The Department of Natural Resources and Northern Development is seeking to fill the position of Indigenous Relations Development Consultant with the Forestry and Peatlands Branch. Duties:
This position reports to the Indigenous Relations Forester within the Forestry and Peatlands Branch. It builds and maintains respectful relationships with Indigenous communities and representative organizations to support the development of consultation protocols and shared resource management initiatives. The role works collaboratively with Indigenous communities to advance economic development opportunities within the forestry and peatlands sectors, contributing to reconciliation objectives. The position also assists in coordinating and implementing Crown-Indigenous consultation processes, in alignment with relevant legislation, policies, and frameworks.

The Indigenous Relations Development Consultant partners with industry stakeholders to assess Indigenous engagement needs and develop effective consultation and partnership workplans. It provides guidance and support to internal teams on Indigenous engagement and participation in natural resource development, while contributing to training and professional development initiatives focused on reconciliation and relationship-building. The role also participates in cross-functional teams, working groups, and stakeholder engagements to support consistent, inclusive, and coordinated approaches across the branch.
 
Qualifications:Essential:
  • Post-secondary education in the Social Sciences such as Indigenous Relations, Community Economic Development, Political Science, Public Administration; or Physical Sciences such as Natural Resource Management, Environmental Science, Biology, Geology, Forestry, or Agriculture; or equivalent combination of education and experience.
  • Experience in program delivery or project management related to Indigenous economic development, economic reconciliation, community capacity development, Indigenous relations, or natural resource management.
  • Experience working with Indigenous communities, organizations, or representative groups.
  • Knowledge of Crown-Indigenous Consultation processes, including Treaty and Aboriginal Rights.
  • Sound analytical and problem-solving skills, including the ability to conduct research and develop recommendations. 
  • Experience working collaboratively in team environments.
  • Excellent verbal communication skills.
  • Excellent written communication skills.
  • Ability to work effectively with other departments and levels of government in inter-departmental or inter-jurisdictional discussions, conferences and/or working groups.

Desired:
  • Knowledge of government policy, with experience providing advice or support to industry or Indigenous communities on related processes.
  • Experience supporting public engagement and consultation activities with Indigenous communities or external stakeholders.
  • Strong facilitation skills for leading or supporting meetings, discussions, and engagement sessions.
  • Experience working within Manitoba’s natural resource sectors (e.g., forestry, peatlands, wildlife).

Conditions of Employment:
  • Must be legally entitled to work in Canada
  • Must possess and maintain a valid full Class 5F Manitoba Driver's license
  • Must be able to work overtime, including evenings and weekends, as required
  • Must be able to work outdoors in adverse weather conditions in remote locations and be physically capable of walking for extended periods on rough terrain
  • Must be able to travel to remote locations by trucks, SUV's, chartered aircraft and boats with overnight accommodations in bunkhouses, hotels or motels
  • Potential exposure to substances with a strong odour (e.g. smudging sage, sweetgrass)
