We have an exciting opportunity in the Central and North Region (CNR)!

Reporting to the Regional Service Line Leader (RSLL), Real Property Management Services (RPMS), the Technical Specialist, Real Property Management, provides advice and services related to Facilities Maintenance (FM), Energy Performance Contracts (EPC), and Service Contracts (SC) to support regional coordinators. The incumbent acts as a technical specialist for and provides support to the Client-Partners, including reviewing and authorizing change requests that exceed site-level Delegated Signing Authority (DSA). The Technical Specialist, Real Property Management, also coaches and mentors FM, EPC, & SC coordinators, includes leading monthly calls with them. The incumbent reviews requests above their DSA and recommends to the RSLL, RPMS the next steps to take, and provides input on complex national and regional RPMS initiatives. In addition, the incumbent provides real property assistance, including planning and documentation assistance and business case development, to the Client-Partner, and liaises with municipalities and other government organizations, as required. The Technical Specialist develops creative solutions to ensure service line support and collaboration, and the quality and timeliness of deliverables at the regional level, and manages the Client-Partner relationship. 
 

KEY AND PERIODIC ACTIVITIES
The duties and responsibilities listed below are representative but not all-inclusive:
Primary

  • Provide technical advice, guidance and expertise in response to contract inquiries, and mitigate general contract management issues related to FM and SC 
  • Review, authorize and/or provide direction in response to DSA requests from FM, EPC and SC 
  • Oversee the development of complex contracts, such as those for FM/Inspection Testing Maintenance (ITM), including new requirements and replacement contracts
  •  Provide technical services, research support and advice related to property searches and legal agreements
  • Prepares business cases in support of real property transactions
  • Conduct market research and make recommendations (e.g. cost calculations such as cost per square foot and relevant costs) on a daily, monthly or annual basis
  • Draft agreements and proposals
  • Support the Client-Partners in liaising with municipalities and other government organizations 
  • Research industry trends and standards and Client -Partner needs, and develop technical and guidance documents
  • Support regional and national RPMS initiatives
  • Peer review technical documents
  • Develop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholders
  • Ensure quality standards are met, in line with corporate and Client-Partner expectations
Other

  • Help draft FM, EPC, and SC communications and policy
  • Prepare monthly reports and compile FM data (e.g. internal data and data for the Client-Partners)
  • Support and/or lead business development activities
  • Draft or provide input into business cases for leasing and/or building acquisitions for the Client-Partner and plan for future facilities
  • Manage risk
  • Other duties as assigned
SKILLS
General and Specific Knowledge

  • Best practices, methods, trends and legislation in real property, land use, facilities management and maintenance, and infrastructure
  • Client-Partner, Public Services and Procurement Canada, and Treasury Board of Canada Secretariat policies and procedures
  • Project, contract and risk management principles
Formal Education and/or Certification(s) and Experience

  • Minimum: university degree in engineering, architecture, law, land use planning, property management or related field with eight years’ relevant real estate experience, or the equivalent
Abilities

  • Apply project and risk management techniques
  • Write and review complex technical documents
  • Use applicable computer software and operating systems
  • Read and understand site plans and/or floor plans

  • Provide functional direction and advice to other employees and the Client-Partners
WORKING CONDITIONS

  • Typical office environment with occasional travel
  • Some work may be located on construction sites; incumbent may occasionally be required to wear basic safety equipment
