Introduction
Manitoba Justice is seeking a highly skilled and experienced professional to fill the role of Senior Manager and Training Officer, Provincial Offences Court (CC5).
Duties:
The Senior Manager and Training Officer leads the day-to-day operations of the Provincial Offences Court office, including staffing, scheduling, and workflow coordination across the various court locations. The role ensures compliance with legislation, regulations, policies, and judicial directives by interpreting requirements and implementing effective operational procedures.
This position is also responsible for recruiting, orienting, and performance-managing Provincial Offences Court staff, as well as delivering training to both Winnipeg and regional court staff as it relates to provincial offences to support legislative changes, new technologies, and evolving operational needs. The incumbent manages operational budgets with delegated authority, maintains strong working relationships with the judiciary and other justice partners, and proactively resolves issues to ensure timely and accurate court services and maintain public confidence in the justice system.

Qualifications:
Essential:
Demonstrated leadership and supervisory experience managing teams in a complex, high-volume environment
Experience working in, and thorough knowledge of, court operations, including Provincial Offences Court and the Court of King’s Bench appeal process
Experience interpreting and applying legislation, regulations, and policy with sound judgment and discretion
Strong organizational, planning, and time-management skills, including coordination of complex schedules across multiple locations
Excellent interpersonal and communication skills, with the ability to work effectively with judiciary, legal professionals, law enforcement, and the public
Experience designing, implementing, and delivering training programs or operational procedures
Proficiency in standard office software and court-related systems, with the ability to adapt to new technologies
Experience working with, and thorough knowledge of provincial offences legislation and court procedures
Desired:
Experience in a senior administrative or management role within a court, justice, or legal environment
Experience with budget management and operational planning
Conditions of Employment:
Must be legally entitled to work in Canada
Must be able to provide and maintain satisfactory Criminal Record Check
Satisfactory Enhanced Security Check - Level 3
Ability to work extended or flexible hours as required to meet operational demands
Must qualify for an appointment as a Staff Justice of the Peace pursuant to statutory requirements
Must hold a Class 5 (5F) Manitoba Driver's Licence and the ability to travel within the province, including occasional overnight stays
