Duties:
The Technical Services Engineer (Engineering Manager) is a technical expert, leader and manager responsible for approval and delivery of specialized Engineering programs. The Technical services Engineer is responsible for the delivery of hydrotechnical, geotechnical, and structural engineering analysis and design services for water infrastructure projects through in-house staff and retained Engineering Service Providers (ESP).
In addition, the Technical Services Engineer oversees the Capital and Preservation projects for the water infrastructure from inception, through planning and all phases of design, and provides advisory services to the Construction Section through to the completion of construction.

Qualifications:
Essential:
Post-Secondary degree, Master's preferred, in Engineering (Civil or Geological)
Extensive experience in engineering analysis and design services in at least one of the following areas: water resources/hydrotechnical, geotechnical and/or structural engineering design for water control structures.
Extensive experience in project management including working with engineering service providers and consultants in the delivery of projects from inception, through planning and all phases of design, to the completion of construction
Experience in supervision including human resource practices (i.e. training and development, coaching, mentoring, conflict resolution, and understanding of collective agreements)
Experience in financial management as it relates to large and complex program/projects
Excellent leadership, organizational, decision-making, and strategic thinking skills
Highly developed written communication skills
Highly developed verbal and interpersonal communication skills to establish effective working relationships with management, support staff, and external contacts
Excellent conflict resolution skills with the ability to identify issues, and develop options to mitigate and resolve issues
Conditions of Employment:
Must be legally entitled to work in Canada
Must be registered or eligible for registration as a Professional Engineer with Engineers Geoscientists Manitoba (EGM).
Must be able to travel to work sites within the province by ground, water and/or air transportation
May require overnight stays away from home
Must be able to occasionally work in an outdoor environment in both winter and summer in extreme weather conditions, including near water or ice
While at outdoor work sites, exposure to construction equipment, roadway traffic, asphalt plant area, noise, dust, hand/power tools, moving equipment, slip-trip-fall, carrying/twisting, insects, and vegetation & sharp objects
