Under the direction of and reporting to Keewatin Tribal Council’s Youth Development Coordinator, the Youth Justice Project Leader will use a collaborative and relationship-building approach to carry out their responsibilities and achieve project deliverables.

KTC is initiating a two-year youth justice project to collaborate with its member Nations (the Sovereign Yahthi Keewatin (SKY) Nations), local, regional and provincial organizations using a holistic approach in its view of youth justice issues, resolutions and implementation. The project is a pilot that will focus on the following key areas:

The project is a pilot that will focus on the following key areas:
· Research/assessments/strategies:
o To address community capacity, community program evaluation and increase the inclusion and coordination of parents/family, cycle breakers (rehabilitated youth offenders) and community youth workers across the stages from offence to rehabilitation.
o To increase awareness of regional and local emerging youth justice issues including gangs and disengaging from gang involvement
· Development, refinement and connection to programs, services and activities that respond to the underlying issues including intergenerational and direct trauma, mental health, substance abuse and cultural disconnection.
· Establishment of trauma-informed programs that include cultural connections and address life skills for incarcerated offenders and offenders under community-based sentences.
· Creation of a multi-Nation resource team including RCMP working with or in communities and Thompson, SKY Nation safety officers, SKY Nation youth and social workers, community and elected leaders, KTC PMSS Program Lead.
ROLE AND RESPONSIBILITIES
The Youth Project Leader will plan for successful outcomes and strategies, organize its resource team and include partners with shared interested in project activities and outcomes. The Leader will be responsible for bringing all parties together to achieve project deliverables, communicate with Nation leadership and be integrated into KTC and its network. KTC will share its resources and expertise including project management, financial oversight and communication plans for the dissemination of information.

QUALIFICATIONS and SKILLS
• University degree in justice, social work or a related field
• Proven experience in Indigenous justice
• Proven experience with Indigenous social transformation
• Proven expertise with research, leading and facilitating broad multi-level groups tasked with data gathering, evaluation, design and strategy.
• In-depth understanding of Manitoba’s justice system and relevant parties
• In-depth awareness of Indigenous rights
• Executive level communication, problem- solving and interpersonal skills
• Proven ability to collaborate effectively with diverse stakeholders.
• Strong organizational skills, attention to detail and time management
• Experience with First Nations or Tribal Councils
• Executive level accountability, judgment, initiative and professional integrity
• People- centric approach
• Digital Competency
· The ability to speak Ininew or Dene is an asset
· Travel is required.
· Clear Criminal Record & Child Abuse Check
· Valid Class 5 Drivers Licence
