Introduction
The Department of Public Service Delivery is seeking a qualified individual to fill the Procurement Business Partner within the Procurement and Supply Chain Division (PSCD) Division.  
Duties:
Reporting to the Manager, Contract and Supplier Management, the Procurement Business Partner is responsible for developing and maintaining strong vendor relationship management strategies and communication plans, coordinating government-wide contract management activities, and facilitating collaboration across the broader public sector. The role also includes maintaining Manitoba’s spend categorization taxonomy and preparing regular spend and savings reports. In addition, the Procurement Business Partner ensures timely alignment of sourcing and vendor performance management strategies between Category Branches and the Centre of Excellence, triages all procurement requests through the central intake process, and coordinates procurement demand plans in collaboration with designated departments.

Qualifications:
Essential:
  • Post-secondary education in Business, Supply Chain or a related field, or completion of a professional procurement designation. An equivalent combination of education and experience may also be considered.
  • Experience in different methods of supplier relationship management and the ability to identify and implement the most appropriate approach. 
  • Demonstrated experience in vendor and contract management, including all stages of the competitive procurement cycle such as planning, category management, tendering, evaluation, negotiation, selection, contract award, ongoing contract administration, and effective issue resolution.
  • Experience with project management tools and techniques to plan and manage a large portfolio or a diverse program. 
  • Strong research and analytical skills including the ability to gather and synthesize market, supplier, category, and internal data.
  • Excellent verbal communication skills.
  • Excellent written communication skills including experience writing a variety of documents and reports for various audiences.
  • Effective interpersonal skills with the ability to build and maintain productive working relationships with a variety of stakeholders.
  • Excellent attention to detail and consistency, with ability to maintain a high level of accuracy.
  • Effective time management and demonstrated ability to prioritize and meet deadlines.
  • Experience and proficiency with Microsoft Office programs (Excel, Word, Outlook and Powerpoint) or similar software applications.
Desired:
  • Experience or thorough knowledge of public procurement best practices and trade agreements.
