Position Overview:
We are seeking an Estimating Engineer to join our Project Services Department. Under the general direction of the Estimating Services Section Head, responsible for independently preparing first principles (bottom-up) cost estimates, factored cost estimates, work force estimates and estimates for change orders. This position is also responsible for developing high-level construction schedules, undertaking productivity studies for validating direct and indirect costs, and assisting in risk analysis for electrical engineering projects.
Responsibilities:
- Participate in the planning and/or preliminary engineering of electrical utility installations and develop specialized knowledge in a field of cost engineering.
- Provide cost estimating, construction scheduling, risk assessment and construction knowledge for a wide variety of projects (HVDC, Distribution, Substations, Transmission, Hydro Generation, etc.).
- Investigate, analyze, and solve complex and non-routine engineering problems related to cost estimating, construction scheduling and risk assessment, by devising new approaches or by applying existing criteria in novel ways.
- Develop and maintain databases for labor, equipment and material for electrical estimates using bottom-up approach.
- Develop and maintain positive collaborative relationships with internal/external stakeholders to determine relative priorities and assess the impact of the work on others.
- Plan and manage resources and coordinate and complete phases of work to ensure commitments are met.
- Review overall plans and recommendations related to cost estimation, construction schedule development and risk assessment for feasibility, soundness of judgment and achievement of objectives, ensuring completed work is accurate and final.
- Assign work and provide instruction, advice, and technical guidance to technical support staff.
- Review work in progress of assigned Hydro staff, consultants and contractors and review completed work to ensure accuracy, achievement of required results and adherence to accepted engineering practice.
- Occasional travel to MB Hydro facilities located throughout Manitoba.
Qualifications:
- Graduate in Electrical Engineering from a University of recognized standing with a minimum of six-years of related experience including three years of recent construction experience and/or estimating experience.
- Professional member in good standing with Engineers Geoscientists Manitoba (or willingness and ability to attain within a specified amount of time).
- Membership in the Association for the Advancement of Cost Engineers (AACE) will be an asset.
- Basic knowledge of construction methodology for projects in the areas of generation, HVDC, distribution, substations, transmission etc.
- Preference will be given to those candidates that possess experience and working knowledge with the following:
- Estimating experience for projects at generating stations, distribution systems, substations, transmission and HVDC.
- Field experience on large construction projects; specifically experience in interpreting specifications for the task and estimating all direct and indirect costs associated with the task.
- Experience in cycle time calculations, person-hr. factors for various estimating activities, crew setup, and productivity analysis, developing equipment and labor databases for bottom-up estimating.
- Basic knowledge for developing construction schedules for large industrial or infrastructure projects. - Proficiency with MS Office (including MS Word, Excel, Visio, MS Project & PowerPoint), specialist estimating software (HCSS, Hard dollar, SharpSoft, EBC or equivalent).
- Demonstrated strong technical and business writing skills.
- Initiative and good judgment to develop innovative estimating and planning techniques.
- Demonstrated high degree of initiative, analytical, creativity, excellent interpersonal skills, and ability to work independently.
- Must obtain and maintain a current Personnel Risk Assessment and a "Clear" security rating in accordance with Manitoba Hydro policy P513
- Possess a valid Province of Manitoba Driver's Licence with the appropriate class.
Notes/Comments:
- Required to travel by all modes of transportation i.e. air, land and water.
Salary Range
Starting salary will be commensurate with qualifications and experience. The range for the classification is $48.74-$67.29 Hourly, $93,398.24-$128,947.78 Annually.
