Duties:
Reporting to the Executive Director of Court Operations, the Director provides operational oversight for the Provincial Offences Court ensuring effective provincial program delivery through full accountability for budgeting, expenditure control, and staffing, and compliance with legislative and policy frameworks. The role supports the judiciary and justice system by coordinating resources and implementing standards that enable timely and accurate court processes. The position also supports 12 regional court locations and St. Boniface Court Office providing support and guidance for all Provincial Offence matters.
Qualifications:
Essential:
  • Strong leadership with proven ability to lead a large team in a high-volume fast-paced environment including performance management, workforce planning, service excellence and continuous improvement. 
  • Extensive knowledge of court operations, including procedures for both Provincial Court and the Court of King’s Bench (as it relates to the appeal process for Provincial Offences Court). 
  • Knowledge of relevant legislation, government processes, and public sector governance. 
  • Demonstrated ability to provide strategic advice to senior leadership and judiciary, including contributing to policy development, legislative initiatives and program direction. 
  • The ability to interpret and apply statutes, rules and policies independently, exercising sound judgment and discretion.
  • Experience in leading province-wide program delivery, including operational oversight, resource allocation, and implementation of service standars across multiple sites. 
  • Proficiency in using court-related systems and standard office software with adaptability to new technologies. 
  • Strong financial management skills, including forecasting and oversight of public funds to ensure accountability, transparency and value for money.
  • Excellent communication, negotiation, and stakeholder engagement skills, with experience managing complex relationships across government, judiciary, and external partners, including handling escalated issues.
