Position Overview:
The Grid Modernization Program Manager is responsible for providing enterprise-level leadership and oversight for the delivery orchestration and integrated execution of the organization's grid modernization initiatives. This role ensures that multiple, complex, and interdependent portfolios and workstreams are delivered in a structured, transparent, and accountable manner, with strong alignment to strategic objectives and the Grid Modernization North Star Vision.

Operating within a regulated utility environment, the Program Manager leads the integration of delivery activities across the program, ensuring disciplined execution, effective governance, and alignment between technology enablement, business process transformation, and organizational priorities.

Responsibilities:
Program Leadership & Integrated Execution
  • Provide program level leadership across all grid modernization delivery workstreams and portfolios. 
  • Drive integrated planning, sequencing, and execution of interdependent initiatives to ensure cohesive and timely delivery to ensure delivery on program scope and program targets. 

Governance, Transparency & Accountability
  • Design and lead program governance structures that promote transparency, accountability, and consistent oversight. 
  • Provide clear, accurate, and timely reporting on progress, risks, dependencies, budgets, and key decision points. 

Schedule, Risk & Dependency Management
  • Own the program level schedule, managing cross portfolio dependencies and critical path activities. 
  • Develop and implement mitigation strategies to protect outcomes and delivery confidence. 

Value & Outcome Realization
  • Ensure delivery execution remains aligned with the Grid Modernization North Star Vision, and strategic objectives and KPIs. 

Leadership Without Authority
  • Provides strategic leadership to both internal teams and external contractors. 
  • Lead through influence in a highly matrixed environment without direct line authority. 
  • Align senior leaders, project owners, consultants, and delivery teams around shared priorities, sequencing, and outcomes. 
  • Set clear expectations for accountability, rigor, and performance across interdependent initiatives.

Market Insight & Continuous Improvement
  • Apply industry insights and best practices to inform program direction and strengthen delivery approaches. 

Qualifications:
  • Bachelor's degree in Business Administration, Project Management, or a related field plus nine years of related experience with at least three years in a leadership role. Experience in managing large-scale enterprise initiatives within the utility sector, particularly in energy transition projects, is highly desirable;
    OR  
  • Equivalent combination of education and experience.
  • An MBA would be considered a strong asset.
  • PMP, PRINCE2, or other relevant project management certifications are a plus. 
  • Strategic thinker, problem solver, and results-oriented. Ability to thrive in a fast-paced and dynamic environment. 
  • Extensive experience leading complex, multi stream programs with high levels of interdependency. 
  • Demonstrated success providing enterprise program leadership within large, matrixed organizations including vendor coordination. 
  • Strong understanding of transformation delivery, technology enablement, and outcome based execution (experience within utilities, infrastructure, or regulated environments preferred). 
  • Proven ability to influence senior stakeholders and drive alignment without direct authority. 
  • Strong experience with electrical systems, smart grid technology, Transmission & Distribution Operations, Distributed Energy Resources (DER) integration and renewable energy sources are all considered assets.
  • Experience in regulated, utility, or infrastructure environments preferred.
  • Knowledge of grid systems and emerging energy technologies considered an asset
  • Possess and maintain a valid Class 5 Province of Manitoba Driver's Licence and be able to travel using all modes of transportation.

Notes/Comments:
  • May be required to travel within the province.

Salary Range
Starting salary will be commensurate with qualifications and experience. The range for the classification is $62.82-$86.07 Hourly, $120,372.72-$164,936.72 Annually.
