Introduction
The Department of Public Service Delivery is seeking qualified individuals to fill the Category Lead position within the Procurement and Supply Chain Division (PSCD).
Duties:
The Category Lead is responsible for leading the development and execution of procurement category management strategies and providing expert guidance across category planning, strategic sourcing, and the full procurement cycle. The role leads and implements category management services by overseeing procurement activities within assigned categories and ensuring effective delivery of sourcing initiatives. It conducts research and analysis to identify best practices, evaluates performance standards, and translates complex data into clear insights and recommendations. The position works closely with business partners to convert demand plans into category strategies and procurement plans, and leads category analysis including sourcing approaches, evaluation processes, and negotiations. It develops evidence-based sourcing strategies, builds and maintains strong relationships with external suppliers, and establishes partnerships across government departments and agencies. The role also monitors complex procurement projects and initiatives to support standardization, improve procurement practices, and drive continuous improvement across the organization.
Qualifications:
Essential:
Completion of post-secondary education in Supply Chain Management, Business Administration, Commerce, or a related field, or a recognized procurement designation. An equivalent combination of education, training, and experience may be considered.
Experience in public procurement cycles, including tendering, evaluation, supplier selection, contract award, and contract management.
Experience with category management, including category analysis, spend analysis, strategic sourcing, supply relationship management, and procurement planning.
Experience researching, analyzing, and synthesizing complex information to develop recommendations for stakeholders and senior management.
Experience using project management tools and techniques to plan and implement procurement or strategic sourcing initiatives.
Experience building and maintaining effective relationships with stakeholders, suppliers, and external partners.
Experience negotiating with suppliers and stakeholders to achieve procurement objectives.
Strong verbal communication skills, including presenting complex information to diverse audiences.
Strong written communication skills, including preparing reports, recommendations, and procurement documents.
Strong interpersonal, critical thinking, problem-solving, and political acumen skills.
Desired:
Knowledge of public procurement best practices, contracting approaches, trade agreements, and procurement legislation.
Experience interpreting and applying trade agreements and procurement legislation in a public sector environment.
