Anti-Racism Project Manager

BACKGROUND:
SCO is a growing and dynamic regional First Nation organization that represents 33 Anishinaabe and Dakota Nations and more than 92,000 citizens in what is now southern Manitoba. Established in 1999 by the Chiefs, SCO is mandated as an independent organization to protect, preserve, promote, and enhance First Nation peoples’ inherent rights, languages, customs, and traditions through the application and implementation of the spirit and intent of the Treaty-making process.
OVERVIEW:
The Anti-Racism Project Manager plays a central role in advancing SCO’s Anti-Racism work following the completion of the community engagement phase. This position is responsible for leading the implementation of anti-racism actions, policy recommendations, and system-level changes identified through community engagement, Chiefs’ direction, and Health Transformation priorities. This role shifts the focus from gathering community input to operationalizing solutions, supporting partners to embed culturally safe and anti-racist practices, and ensuring accountability across health systems impacting the Nations represented by SCO. The Anti-Racism Project Manager works closely with the Health Transformation team, SCO leadership, and health partners to translate findings into concrete actions, frameworks and measurable outcomes.
KEY RESPONSIBILITIES:
Anti-Racism Implementation & Systems Change
• Lead implementation of SCO’s Anti-Racism strategy and action items arising from completed community engagement and reports
• Translate findings and direction into concrete implementation plans, timelines, and deliverables
• Support embedding anti-racism and cultural safety practices into Health Transformation initiatives and demonstration projects
• Initiate the establishment of a Southern First Nations Health Ombudsperson Office
Policy, Accountability & Institutional Change
• Carryout development and implementation of anti-racism policies, frameworks, and accountability mechanisms
• Provide subject-matter expertise to internal and external partners on systemic racism and institutional change
• Support development of indicators and measures to track progress and outcomes
Partnership & Stakeholder Collaboration
• Work with First Nations leadership, Health Directors, Elders, Knowledge Keepers, and advisory bodies to support implementation
• Collaborate with stakeholders including governments, Service Delivery Organizations and institutional partners to operationalize commitments
• Participate in technical tables, working groups and committees related to Health Transformation and anti-racism implementation
Reporting, Knowledge Translation & Project Coordination
• Prepare implementation updates, briefing notes and progress reports for leadership and partners
• Translate findings and reports into practical tools, guidance and implementation resources
• Support alignment with Health Transformation initiatives
• Provide regular presentations to the development/implementation process
• Guide and mentor anti-racism project staff to support ongoing work
• Other related duties as assigned
EDUCATION AND QUALIFICATIONS:
• Post-secondary degree in a relevant field such as Indigenous Studies, Public or Business Administration, Health, or the Social Sciences
• A minimum of five (5) years of progressive leadership experience, ideally within health care, First Nations organizations, or the non-profit sector, including responsibility for operational and financial management. An equivalent combination of education and experience may be considered
• Demonstrated experience leading implementation-focused projects, particularly in complex systems such as health, social services, or government
• Strong understanding of systemic and institutional racism, Indigenous rights, and First Nations-led approaches to health and wellness
• Self-directed, highly organized, and able to manage competing priorities in a fast-paced environment
• Demonstrated ability to build and maintain relationships with SCO member Nations, government representatives, Indigenous organizations, and community stakeholders
• Thorough understanding of First Nations culture, governance, and traditions—both on- and off-reserve
• Ability to speak Anishinaabe or Dakota is considered an asset
• Proficient with MS Office Suite
OTHER REQUIREMENTS:
• A current and satisfactory criminal record check with vulnerable sector search
• A valid class 5 MB driver’s license and access to a reliable vehicle for business travel
• If the employee is a member of a registered profession, they must be a member in good standing with their regulatory body
WAGE RANGE: $85,000 - $95,000 Annually
