Human Resources Assistant

BACKGROUND:
SCO is a growing and dynamic regional First Nation organization that represents 33 Anishinaabe and Dakota Nations and more than 92,000 citizens in what is now southern Manitoba. Established in 1999 by the Chiefs, SCO is mandated as an independent organization to protect, preserve, promote, and enhance First Nation peoples’ inherent rights, languages, customs, and traditions through the application and implementation of the spirit and intent of the Treaty-making process.
OVERVIEW:
The Human Resources Assistant provides comprehensive administrative and operational support to the Human Resources function, with a primary focus on recruitment, onboarding, employee records management, HR reporting, and day-to-day HR administration. Working collaboratively with employees, leaders, and the broader HR team, the role helps ensure HR processes are timely, accurate, consistent, and compliant with organizational policies and applicable legislation. The Human Resources Assistant contributes to a positive employee experience by providing responsive service, maintaining confidentiality, and supporting the effective delivery of HR programs and processes.
KEY RESPONSIBILITIES:
Recruitment Support
• Support the Recruitment Specialist with the full-cycle recruitment process, including job postings, interview coordination, reference checks, background screening, and candidate notifications
• Review and screen applications against established minimum qualifications and selection criteria
• Assist in the maintenance of accurate and up-to-date applicant tracking systems and recruitment records
• Assist with the collection of required pre-employment documentation
• Assist in the maintenance of recruitment metrics and prepare routine reports and administrative information as required
Onboarding & New Hire Coordination
• Coordinate the administrative aspects of the onboarding process to support a welcoming and organized new employee experience
• Ensure required employment, payroll, privacy, and other compliance documentation is completed accurately and within established timelines
• Coordinate system and workplace access requirements, liaising with IT and program areas to ensure new employees have the resources they need to begin their roles effectively
• Submit completed new hire documentation to Finance in accordance with payroll processing and cutoff deadlines
HR Administration & Records Management
• Maintain accurate and confidential electronic and paper employee records in accordance with organizational policies, privacy requirements, and applicable legislation
• Process employee status changes, including transfers, promotions, and other employment changes
• Ensure HR information systems and employee records are updated accurately and in a timely manner
• Prepare employment verification letters, HR correspondence, and other documentation as required
• Maintain HR reports, tracking tools, records, and documentation to support effective HR operations
Employee Support & HR Service
• Respond to employee questions within the scope of the role and direct more complex or sensitive matters to the appropriate HR team member
• Help employees navigate standard HR processes, programs, forms, and available organizational resources, escalating where necessary
• Identify opportunities to improve HR processes, documentation, and employee experience, and contribute to continuous improvement initiatives
• Support HR projects, programs, events, and other initiatives as assigned
EDUCATION AND QUALIFICATIONS:
• High school diploma or GED required; post-secondary education in Human Resources, Business Administration, or a related field preferred
• 2–3 years of experience in a Human Resources environment, preferably with experience supporting recruitment, onboarding, and general HR administration
• Experience working with HRIS, applicant tracking, and recruitment systems; experience with Payworks is considered an asset
• Working toward or possessing a recognized Human Resources designation (i.e.: CPHR) is considered an asset
• Strong organizational and time management skills, with a high degree of accuracy and attention to detail
• Excellent verbal and written communication skills, with the ability to interact professionally with employees, leaders, candidates, and external partners
• Demonstrated ability to maintain confidentiality and exercise discretion when handling sensitive employee and organizational information
• Proficiency with Microsoft Office, including Outlook, Word, Excel, PowerPoint, and Teams; familiarity with Adobe is considered an asset
• Adaptable and comfortable working in an environment of change, competing priorities, and evolving requirements
• Demonstrated ability to navigate situations that are not always black and white by considering context, risks, available information, and potential outcomes
• Strong judgment and a solution-focused approach, with the ability to ask thoughtful questions, gather relevant information, and determine when to proceed independently or seek guidance
• Collaborative, positive, and professional approach, with a demonstrated ability to build effective working relationships and contribute to a supportive team environment
OTHER REQUIREMENTS:
• A current and satisfactory Criminal Record Check
• A valid class 5 MB driver’s license and access to a reliable vehicle are assets
WAGE RANGE: $55,000 - $65,000 Annually
